With support from the government of Angola and international donors such as USAID and various private foundations, PSI/Angola has worked in Angola for almost 20 years. We are looking for an experienced Malaria Technical Director to join the Health for All project, a flagship program led by PSI Angola and funded by USAID and PMI**. Malaria Technical Director will** lead all malaria-related components of service delivery interventions with a focus on continuous quality improvement, community health, digitalization of health services and use of data for health system optimization. You would provide key capacity building technical guidance and regular support to project staff in the Luanda office, as well as key focal points across other regions in Angola. You will regularly collaborate with the Ministry of Health on national and sub national levels, Health for All implementing partners, and other stakeholders.

Responsibilities

Your contributions

– Develop Malaria program strategic priorities in collaboration with PSI Angola senior management team. Develop and oversee workplans and budgets to execute strategic priorities. Monitor deliverables and progress, course correcting when necessary. Drive the utilization of evidence-based tools, innovations, and best-practices to improve the department/function’s performance. 50% of Time

o Provide technical leadership and oversight to strengthen integrated malaria service delivery

o Lead the design and implementation of relevant interventions to improve malaria case management, including ICCM and ensure that they are high quality, appropriate, and aligned with Ministry of Health, donors, and stakeholder expectations.

o Strengthen community and facility level technical capacity to deliver malaria health services, including the capacity to sustain and bring to scale high quality activities

o Assist MOH to design and implement evaluations and assessments to identify gaps, measure impact and track performance of interventions.

o Effectively apply tools, national standards and guidelines and best practices to improve service delivery

o Contribute to design and implementation of effective capacity building system including supportive supervision system to improve malaria case management, MIP, ICCM and other relevant health services interventions.

o Participate in design and deployment eHealth solutions for training, supervision, and management of the public health sector workers.

o Ensure effective collaboration between the project partners and stakeholders, MOH and the donor organizations.

o Actively participate in data quality improvement initiatives, including HMIS/DHIS2 and others. Lead data for decision making initiatives

o Support the development and tracking of relevant performance indicators

o Support the development and implementation of annual project work plans and budgets with the Chief of Party

o Contribute to regular and ad hoc project reporting and the development of project deliverables

– Develop and manage strategic partnerships with external stakeholders and partners. Ensure effective collaboration between stakeholders and partners. Represent PSI Angola at internal and external meetings, conferences, and donor meetings. Pursue and develop responses to new business opportunities. 20% of Time

– Support capacity building of PSI Angola staff and partners engaged in activities related to area of expertise. 10% of Time

– Assist the CR with other tasks and projects as necessary. Serve as member of the PSI Angola leadership team collaborating closely with other senior staff to improve overall programmatic and operational performance. 10% of Time

– Supervise and develop team members. Make recommendations concerning employment, termination, performance evaluations, salary actions, and other personnel actions. Set team and individual goals. Prioritize, organize, delegate, and coordinate the flow of work. Enhance individual employee performance through frequent and timely communication and support. 10% of Time

Qualifications

What are we looking for?

-Master’s degree (or international equivalent) in a related field -At least 10 years of related experience. -At least 3 years of supervisory experience. -Advanced knowledge in relevant departmental/functional area. -Excellent leadership, employee development and management skills. Knowing when to coach, when to advise and when to provide specific direction. -Excellent customer service, relationship building/management and consensus building skills. -Excellent analytical and problem-solving skills. Able to proactively identify opportunities, diagnose problems and develop client-centered and evidence-based solutions. -Excellent written and verbal communication skills in English and Portuguese -Proficient in MS Office Suite (Word, Excel, PowerPoint).

PSI’s first HIV prevention project — which promoted abstinence, fidelity and condoms — began in 1988. PSI added malaria and safe water to its portfolio in the 1990s and tuberculosis in 2004.

Just last year PSI saved the lives of 9,246 mothers, prevented 3,896,671 unintended pregnancies, stopped 234,367 new HIV infections, and avoided 379,286 deaths due to diseases like malaria, diarrhea and pneumonia that most threaten young children.
