The Health and Nutrition Manager is responsible for the management of Primary Health Care in Abiemnhom and ‘Integrated Management of Acute Malnutrition’ (IMAM) projects in Ruweng Special Administrative Area in South Sudan in collaboration with partners. The position holder will supervise Health and nutrition interventions: provide specialized inputs into planning, implementation and reporting of health & nutrition interventions in the field; provide training to health & nutrition staff thereby enabling them to implement health & nutrition interventions within quality parameters. S/he will ensure that interventions contribute to South Sudan Ministry of Health effort in reducing morbidity, mortality especially among children and women. In addition, the Health and Nutrition Manager acts as the Area Manager for all CARE’S operations in Ruweng Special Administrative Area.

Responsibilities:

1. Provision of technical, administrative and management

Keeping up to date with best practice in health and nutrition in order to act as an expert; providing advice and guidance as required. On request, providing accurate, complete and up-to-date information required for effective strategic and tactical planning in the health and nutrition departments

2.Project management and implementation

Budget tracking and reporting, commodity management and reporting. Adhere to the technical and financial policies and regulations of CARE. Monitoring the effective utilization of program supplies and materials. Prepare periodic activity and financial reports on the implementation and challenges of health and nutrition program interventions. Prepare project procurement plan and follow up on procurement and delivery of project supplies needed for use in the project

3. Monitoring, Evaluation, Accountability, and Learning

Together with partners and the health and nutrition teams, coordinate monitoring, evaluation, accountability and learning of CARE, CHD and Outreach Community activities to ensure efficiency, accountability and impact thereby enabling CARE to build local influence in health & nutrition initiatives and policy development.

4. Representation, liaison and coordination

Develop and assure strong donor relations with current and potential donors. Represent CARE at county level coordination meetings. Seek support of technical assistance from relevant technical units at CARE USA or other CARE international partners, as needed. Establish and maintain good relationships with relevant counterparts/departments of the government, the locally-represented organizations.

5. Needs assessments

Take lead in conducting a service availability mapping to inform siting of mobile clinics. Supervise data clerks and make sure pharmaceutical information is entered in information Management System, that disease surveillance is implemented as per plans and that all data is submitted to the county health Department as well as CARE’s M&E databases.

Qualifications:

  1. Bachelor’s Degree in Medicine, Nutrition, Food Science, Dietetics, Public Health, Nursing or related field
  2. Masters of Public Health Management or Administration
  3. A minimum of 5 years’ experience in managing health & nutrition projects in emergency contexts
  4. Experience leading project implementation in a complex international development environment and/or conflict zones
  5. Experience with HPF and UNICEF reporting, budgeting, procurement and project management procedures
  6. Proven capacity to negotiate and work with governments at different levels
  7. Excellent English communication skills (both oral and written).
  8. Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside CARE
  9. Enthusiastic and energetic to make a difference especially in women
