CHAI Zimbabwe has been a key partner in supporting the Ministry and Health and Child Care (MOHCC) since 2006. CHAI has been consistently involved in transformational change in the country, focusing on programs ranging from the accelerated introduction and penetration of new drugs and diagnostic devices for HIV and TB to creating technical and operational efficiencies in malaria elimination. Since 2014, with support from the Swedish International Development Cooperation Agency (SIDA), CHAI has supported the MOHCC to implement short- and long-term health financing reforms. This includes the development of the Health Financing Policy and Strategy and implementation of an annual resource mapping exercise to support donor coordination and resource allocation decisions.

In its current phase, CHAI seeks to expand its support to the MOHCC to improve equity, efficiency and accountability in the allocation and management of financial and human resources for health, towards the goal of increasing access to and utilization of essential health services. CHAI is seeking a Manager to take the strategic and technical lead on the implementation of high-profile projects, including support to the Government of Zimbabwe to develop, operationalize and implement a community based health strategy and community essential health package, strengthening human resource management, engaging line ministries and donors on coordinating resources towards UHC reforms and health systems strengthening, and assessing innovative financing mechanisms and efficiencies in current allocation for their impact on the health system. The Manager will also lead efforts to explore new engagements for CHAI in the health financing and health workforce spaces.

CHAI Health Workforce:

A skilled health workforce is the backbone of every health system and therefore an essential precondition for progress toward universal health coverage (UHC). CHAI’s Health Workforce programs assist governments to design, mobilize resources for and implement health workforce strategies that move beyond marginal improvements toward transformational changes in the quantity and composition of their workforce. Specifically, in many contexts, CHAI supports governments to develop health workforce strengthening programs that emphasize the following areas: 1) strengthening the capacity (faculty, infrastructure, management) of national training institutions, and 2) improving governments’ capacity to optimally deploy, finance and manage their health workers. CHAI currently has active health workforce programs in Ethiopia, Liberia, Malawi, Sierra Leone and Zambia.

CHAI Health Financing:

To move toward the goal of UHC, CHAI is committed to helping governments sustainably finance health systems and address financial barriers that prevent patients from accessing the care they need. CHAI’s Health Financing program is working in Ethiopia, Eswatini, Malawi, Rwanda, South Africa, Zambia, and Zimbabwe to establish financing systems that improve equity and efficiency in how funds are collected, distributed, and spent. In donor dependent settings, CHAI works with governments to ensure limited resources are used efficiently, mobilize additional resources, and build national budgeting systems that can manage a greater proportion of funds over time. In countries moving toward aid independence, CHAI supports governments to comprehensively reform national financing systems, including through national health insurance reform.

Manager, Health Financing and Health Workforce:

This is a challenging, fast-paced and rewarding position. The Manager will hold senior relationships with government and other partners, engage in stakeholder forums to help shape the vision for UHC and enabling reforms, provide technical inputs on matters of community health and broader health workforce, and shape the strategic direction of CHAI’s engagement in these areas. The Manager will be based in CHAI’s Zimbabwe office in Harare and manage a team of two full time employees. The position will report directly to the Zimbabwe Country Director.

• Lead CHAI’s engagement in community health workforce, specifically by supporting the Ministry of Health and Child Care to finance, operationalize and implement a streamlined community health strategy
• Support the Ministry of Health and Child Care to convene and facilitate a Universal Health Coverage Technical Working Group, which will provide a platform to engage and share evidence for decision making regarding the design and implementation of health financing reforms towards UHC
• Generate evidence to inform efforts to mobilize additional revenues for health and human resources, engage private sector, and strengthen workforce management,
• Oversee analytical work including resource mapping and program costing, and ensure that outputs are used strategically to shape decision making within government
• Lead efforts to scope and pursue other health workforce and health financing needs and opportunities towards UHC, including through government and partner consultation
• Provide strategic direction and oversight for select health workforce technical engagements with opportunity for high impact, including strengthening information systems, in-service training, and overall health workforce strategic and operational planning
• Project management, including work plan development, budget management, reporting, and personnel management
• Other responsibilities as needed
  Qualifications:
• Advanced degree preferred in a relevant field such as health economics, public health, public policy, business, or other relevant disciplines preferred; Bachelor’s degree minimum with exceptional experience
• Minimum of 5 years of experience in a relevant public or private sector job in a rigorous environment
• Significant experience working with high level government stakeholders and other senior stakeholders in consensus-building processes on major health systems reforms
• Experience informing development of government strategy, policy and operational plans, preferably in health or health systems
• Exceptional written and verbal communication skills in English
• Demonstrated ability to manage a team in a high-pressure, fast-paced environment
• Detail-oriented with strong organization and time-management skills
• Willingness to contribute to producing high quality deliverables on aggressive timelines
• Ability to work with humility and achieve results

Preferred Experience:

• Experience with design and implementation of national community health workforce programs
• Experience supporting design and roll-out of core operational processes for health system reforms, including financial management, essential service prioritization, provider contracting, strategic purchasing, and performance tracking
• Familiarity with broader health financing and health workforce issues and approaches
