Program / Department Summary

Mercy Corps has been operating in the Democratic Republic of the Congo (DRC) since August 2007, with a staff of over 300 people working in Eastern DRC, with the overall country goal to support vulnerable communities through crises, while fostering programs that build resilience and promote long-term change. Mercy Corps’ national office is in Goma with sub-field offices in North Kivu, South Kivu and Ituri. Mercy Corps’ key programming areas include a combination of longer-term development and immediate humanitarian response programs. All Mercy Corps interventions in DRC are implemented in a conflict and gender sensitive manner.

An Ebola virus outbreak has been confirmed in North-Kivu and Ituri provinces. As of May 20th, 22 health zones are affected and the Ministry of Health counts more than 1,800 confirmed cases. Mercy Corps is working in close coordination with other actors and is implementing an IPC/WASH as well as community engagement response in coordination with the Ministry of Health and other partners in three different locations (Beni, Butembo, Goma).

Mercy Corps seeks a passionate candidate for the position of Co-Lead for the Infection Prevention & Control/WASH Commission for the Ebola response in Butembo, North Kivu.

General Position Summary

The position is primarily required to support IPC/WASH commission in providing coordination, technical and organizational capacity support for the Ministry of Health and implementing partners across the Ebola response.

The selected candidate will ensure effective collaboration with the Ministry of Health and international and national NGOs that have relevant expertise, implementation capacity and know how in the management of responses to health emergencies, and will support the development of coordination capacity for the IPC/WASH Commission in Butembo.

The selected candidate will be supporting the commission presidents to ensure that IPC/WASH commission partners are delivering quality Ebola responses, facilitating continued engagement and monitoring of priority health facilities, inter-commission coordination and government coordination.

They will also represent Mercy Corps in the IPC/WASH commission and the Risk Communication and Community Engagement (RCCE) task force in charge of coordinating community feedback.

Essential Job Responsibilities

Coordination Support

  • Support the IPC/WASH commission and its technical advisors from UNICEF and WHO to ensure continued and effective engagement within the Ministry of Health Ebola response commission system.
  • Work closely with the Risk Communication and Community Engagement (RCCE) task force and contribute to strengthening the community feedbacks process
  • Establish active and participatory partnerships with key stakeholders (Government, WHO, other UN agencies, NGOs, bilateral agencies) and interact with them at different stages of Ebola Emergency design and implementation in the area of interventions.
  • Interact with other Ebola response commissions (through the sub-coordination and coordination structures), humanitarian actors, government ministries, and relevant authorities for operational planning, engagement and active contribution of operational partners.
  • Respond to the IPC/Commission partner needs to facilitate the Ebola response in Butembo/Katwa Health Zones.
  • Ensure the harmonization of standards and approaches recognizing local policies and guidelines and local context (culture, environment, etc.).
  • Alongside the governmental co-lead and partners, contribute to the coherence, synergy and added value of the Ebola program management process, including planning and design, implementation and monitoring and evaluation.
  • Support the development of guidance notes through technical working groups on specific areas of technical weakness.
  • Collate and document best practice evidence and lessons learned, with recommendations.
  • Develop and implement coordination and monitoring tools – such as partner mapping, local IPC/WASH commission action plan and gaps for follow up in health facilities.
  • Provide support the Katwa and Butembo sub-commission in meetings planning and management, as well as updating of tools.
  • Ensure better coordination and communication among IPC/WASH sub-commissions at all levels
  • Attend IPC/WASH & RCCE Task Force meetings and provide recommendations.
  • Share implementation best practice and support extension of this good practice to other Health Zones
  • Submit transparent and timely reporting to donors and other Ebola Coordination partners
  • Represent the IPC/WASH Commission in the RCCE Task Force in Butembo

Strategy development

  • Include cross-cutting issues such as gender equality, age and psycho-social factors in all aspects of the Ebola response
  • Provide technical support, guidance and coordination to key government and non-government partners on national policies, strategies, processes and programs related to emergency preparedness and response, with a particular focus on IPC/WASH responses in the Ebola outbreak.
  • Work with governmental/local authorities and IPC/WASH partners to ensure application of consistent technical guidelines and standards.
  • Provide the necessary expertise to ensure that IPC/WASH operations are well devised at all stages of a response (including assessments, design, developing strategies, indicators, standards, and field response monitoring) in order to have the most quality and immediate impact.
  • As soon as appropriate, initiate preparatory work for the recovery phase and the handover of technical competencies to the early recovery cluster and national authorities.

Capacity building support

  • Support efforts to strengthen the capacity of the local authorities leading the IPC/WASH commission.
  • Build capacity of provincial and district health teams in planning and coordination of implementing commission partners.
  • Strengthen capacity of the governmental lead for health structure evaluations, assessments, and rapid response capacity in function of the evolution of the epidemic (decontamination, improving priority health center IPC levels, WASH/Prevention infrastructure construction/rehabilitation)
  • Provide training and update commission partners on the benefits and outcomes of incorporating better quality assurance mechanisms into programs and responses as required.

Mercy Corps Coordination

  • Represent Mercy Corps in daily coordination meetings in Butembo/Katwa.
  • Provide advice to Mercy Corps Ebola team regarding response strategies.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Ensure compliance with security procedures relating to the Ebola Virus Disease (EVD) to minimize risks for staff.

Organizational Learning

Works Directly with: Ebola Coordination and Sub-Coordination, presidents and technical advisors of the Ebola commission system, in particular IPC Commission, and international and national NGO implementing agencies.

Coordinates closely with: Mercy Corps Ebola Programme Managers in Butembo, Ebola Team Leader and as required with the Deputy Country Director, Country Director and HQ.

Knowledge and Experience

  • Bachelor’s degree in Health Promotion or Education, Civil or Public Health Engineering, Public Health (MPH), Environmental Health or any related area. Master’s Degree preferred.
  • 3-5 years’ experience with key donors including WHO and/or UNICEF, ECHO and OFDA
  • Demonstrated understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform;
  • Technical experience in Ebola IPC and in the commission system;
  • Proven ability to work and solve problems independently without direct supervision.
  • Demonstrate personal and professional integrity in all interactions;
  • Ability to work with diverse stakeholders to develop consensus;
  • Know how to present ideas effectively and clearly while listening and acknowledging others’ perspectives and views;

Success Factors

The successful candidate will work closely with all Prevention Commission partners (Locals, National, International, UN agencies) and donors to strengthen and improve coordination. S/He will work closely with technical working groups to ensure partners are fully equipped with updated guidelines, technical notes and with required information. A successful candidate will be well-trained and aware of the transmission and effective prevention of the Ebola Virus. S/he will be skilled in conducting training and transmitting important protocols and behaviours to others and will be knowledgeable of the health and security protocols to put in place during an epidemic such as Ebola. A successful candidate will understand the importance of our operations in the DRC and –with a caution against undo risk taking – will have the patience and focus to facilitate the safe implementation of program activities. Successful candidates will have a strong commitment to teamwork and accountability, thrive in evolving and challenging environments, and make effective written and verbal communication a priority. S/He will have the ability to facilitate dialogue among a diverse group of individuals with various skill sets and working styles is essential.

Living Conditions / Environmental Conditions

This position is an unaccompanied position. The position is based in Butembo and eligible for R&R and hardship. Travel may be required up to 40% of the time to program areas within North Kivu.

In North Kivu and Ituri provinces in general and Butembo in particular, travel can be dangerous and unpredictable due to armed forces and rebel activity.

Both provinces continue to be an arena of violence and insecurity. Mercy Corps’ sub-offices experience variable levels of insecurity, with the situation closely monitored by UN peacekeepers. Mobile phones and cellular service are widely available. Internet is available in all Mercy Corps offices. Travel to field sites will be required where living conditions are clean and secure, but basic. There are a number of health services available with evacuation options for serious illnesses. There is reasonable access to most consumer goods, although they can be expensive.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
