1.0: BACKGROUND INFORMATION

Action Africa Help International is a regional not for profit humanitarian and development agency with a mission of improving the quality of life of livelihood challenged communities. AAH-I has country Programmes in Kenya, Somalia, South Sudan, Uganda, Zambia, Djibouti and Ethiopia. AAH-Kenya, is an affiliate Country Program of AAH-I, addresses development challenges in partnership with marginalized Kenyan communities mainly living in low income urban and rural settings including Arid and Semi-arid areas (ASALs). AAH-Kenya supports integrated refugee and host community livelihood projects in Turkana West Sub county, Kakuma refugee camp and the host community with integrated livelihood projects.

AAH-I implements value chain based programs that offer holistic and wholesome approach to livelihood activities as the lead livelihood partner for UNHCR in Kakuma Refugee Camp. These programs analyze structural issues affecting supply and demand and evaluate cost effective and efficient strategies to give target groups – which form Micro and Small Enterprises (MSMEs) – a competitive advantage to grow and scale.

In Kakuma Camp and Kalobeyei settlement, most recovery responses revolve around livelihood activities, such as handicraft, that seek to enhance resilience of and create better conditions for economic growth and employment. Restrictive policies that limit movement of refugees prevents them from seeking livelihood opportunities and markets beyond Kakuma and Kalobeyei. Handicraft as a key industry in the region has the potential to scale while giving survivors, majority of whom are women, an opportunity to make a living from their skills and break the cycle of violence exacerbated by poverty.

2.0: LEAP PROJECT

The project “Building resilience of women and girls in Kalobeyei through promotion of Integrated livelihood opportunities “ aims at empowering 300 women and girls in Kalobeyei settlement and host community through skill enhancement, establishing market linkages and increasing incomes all these will lead to self-reliance and sustainable livelihoods. Some of the activities will include conducting a market assessment to inform skill development needs, identification and recruitment of the target women and girls in conjunction with other implementing partner and in close collaboration with UN WOMEN; provide trainings on artistic products, entrepreneurship and business development, advocacy and awareness on gender equality , strengthening of artistic cooperatives for collective production and marketing, engaging Local social enterprise for technical support in production, marketing and linkages.

3.0: SCOPE OF THE CONSULTANCY

Some of the factors constraining the promotion of artistic skills and talents, in refugee camp setting include lack of production materials, low quality productivity, and poor access to markets etc. Most of these constraints also derive from severe capacity limitations, requiring strategies that exploit the potential of the system that is undergoing rapid changes due refugees’ context. The consultancy will focus on key areas in the products, market potential, collective marketing and value chain efficiency and gender roles and dynamics in the value chains.

The market assessment will include and not limited to:

a) Map out key market actors along the value chain for beadwork, jewelry, basketry etc. identifying the key markets and recommend on their viability and sustainability.

b) Identify potential secondary economic opportunities (value addition opportunities) that could be undertaken by women and girls

c) Assess and understand existing informal relationships and governance mechanisms among actors along the value chain

d) Understand the potential risks involved with value chain development in the context of Kalobeyei settlement and host community and how those can be mitigated.

e) Analyze the potential value chain market and advice on:

• The production levels at any given time, seasonality based on production potential as a basis for developing a market development plan;

• Existing comparative advantages for beadwork, jewelry and basketry in Kalobeyei settlement and host community.

• Market access and information availability

• The potential secondary markets for the identified value chains and their segmentations;

• Entry/regulatory requirements for different types of the artistic products

• Quality control and other market standards in operations and explore how best this can be done and adhered to along the identified value chains.

The consultant will assess target groups, stakeholders and potential entrepreneurs and investor to understand the production and market dynamics. The assessment findings will be used to inform the technical, financial support required by partners and policy makers at the strategic, tactical and operational levels and propose alternative mechanisms for artisans to better their livelihood options.

4.0: EXPECTED OUTPUTS (DELIVERABLES)

The required outputs of this consultancy will be as follows:

a) An inception report (maximum five pages) outlining the approach/methodology and execution programme /timetable. This report shall be submitted for review and approval by program team two (2) days after the signature of the contract, but before commencement of the work.

b) Data collection tools shall be submitted with the inception report, for review and approval by Program team.

c) The final report incorporating comments / feedback from AAHI should be submitted within five days.

d) The report must be submitted in 1 hard copy and in soft copy (in MS WORD or PDF Formats) to AAHI.

e) The report will include detailed results from the diagnostic and key recommendations and include the following chapters: Executive Summary, Background, Research Objectives and Questions, Methods, Possible Limitation to Interpretation of Data, Main Results/Findings, and Lessons learned, Emerging policy and research initiatives, Conclusions and Recommendations, References, Appendices and/or Annexes and Data File.

f) Final payment to the Consultant(s) shall be made upon approval of the final report by AAHI.

The consultant(s) should develop or borrow a working model that enables vulnerable groups to engage in meaningful business ventures; provide practical and context specific recommendations on maximizing benefits to producers and local traders (both formal and market enablers or brokers) on opportunities in the sector.

5.0: QUALIFICATIONS, COMPETENCIES AND EXPERIENCE REQUIRED

The Consultancy team must be multidisciplinary (one of the key consultant should have experience in gender programing in humanitarian / conflict context). At the minimum, the consultant(s) must possess the following:

a) Advanced degree in gender and development, Economics, Commerce, or Business Administration, or any other relevant area, with a minimum of five (5) years demonstrated experience in gender programing and/or practice with good understanding of local value chain development. In the case of an application from a company or organization, relevant company experience and credentials must be demonstrated (appropriate certifications, credentials of team members who would carry out the project, etc.)

b) A suitability statement, including commitment to be available for the entire assignment.

c) A brief statement on the proposed assessment methodology including a detailed work plan.

d) A detailed technical and financial proposal (separately).

e) Updated resume that clearly spells out qualifications and experience for the key Consultant(s). Understanding current business models and practice around the art crafts sector. Practical application of cross cutting themes like gender mainstreaming, and gender competence, SGBV, M&E, advocacy. (These can be annexed, and are not part of the statement of expression of Interest in b above)

f) Contacts of 3 organizations that have recently (but preferably in the last 2 years) contracted the firm/consultant(s) to carry out relevant research/survey or related work in artistic sector.

g) If it’s a firm, must be registered within the laws of the practicing country.

Selection criteria

AAH-Kenya will evaluate the proposals and award the assignments based on technical and financial feasibility, ensuring transparency, impartiality and neutrality.
