Program:         Implementation of Sustainable Laboratory Quality Systems for HIV/TB Epidemic Control in the

Republic of Kenya under the President’s Emergency Plan for AIDS Relief (PEPFAR)

Reports to:      Senior Laboratory Technical Advisor

We are currently seeking qualified candidates for the position of: M&E Advisor for an anticipated multiyear project to provide technical assistance (TA) to the Kenya Ministry of Health (MOH) Division of National Public Health Laboratories (NPHL) National Blood Transfusion Service (NBTS), and  relevant county Health departments to strengthen HIV/TB laboratory systems and the provision of safe and adequate blood supplies to over 3,000 public health facilities offering antiretroviral therapy (ART) services and the HIV/TB national referral laboratories.

Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to donor approval.

JOB SUMMARY:

The M&E Advisor will provide technical guidance on design, development and implementation of the project M&E strategy, build capacity in country to develop, manage and operationalize M&E systems

and plans that are aligned to program strategy, and permit quality reporting.  S/he will undertake periodic program reviews and/or country M&E systems and participate in M&E system strengthening planning activities. The incumbent will provide support in ensuring program indicators are consistently tracked towards improvement. Responsible for providing technical assistance, developing and

setting up systems for the timely collection, management, analysis, and reporting of valid and

reliable data that meet donor reporting requirements and FHI 360 standards.

KEY RESPONSIBILITIES:

Provide frequent on-going audit of program data based on established PEPFAR and/or CDC Project targets

Prepare regular QI data feedback reports (monthly and quarterly) including communication and following up with county program team on data submission, validation and utilization of feedback

Lead and coordinate program Data Quality Assessments, Project Monitoring Plan

Coordinate CDC target dissemination and monitoring in the project supported sites through routine data review meetings & sharing forums

Ensure program data quality standard are met through leading and coordinating data quality audits & assessments (paper & electronic) for the project

Lead and Coordinate data review and sharing at facility level through routine data review & CQI meetings

Support the Program Director and all relevant program staff to utilize the available M&E tools and data to analyze program information and use results to improve implementation work with the management team to ensure programmatic missed opportunities are followed through to logical conclusion

Contribute to the development and implementation of a comprehensive plan to address data quality issues within the supported sites

Provide technical assistance to develop dashboards and train stakeholders, facility/county staff to interpret and use dashboard visualization/data for decision making

Provide any other M&E technical support as required

MINIMUM REQUIREMENTS

  • A Master’s degree in a relevant discipline, such as public health, Epidemiology, mathematics, statistics, or related discipline with 7-9 years of relevant experience.
  • 3-7 years’ experience in developing and implementing quality improvement systems at County, Sub County and facility level.
  • Must be conversant with the Ministry of Health M&E NASCOP tools and Kenya HIV Quality Improvement Framework (KHQIF)
  • Strong data management and data analysis skills are essential
  • Advanced skills in data visualization
  • Strong coordination, supervisory and management skills

Travel Requirements:

Up to 50% within Kenya
