Job Title:  M&E Advisor, Data Quality Management and Use

Reports To (Title):         Director, Monitoring & Evaluation

                Location:                  Addis Ababa

POSITION SUMMARY:

Under the guidance of the Director for MED, the M&E Advisor, Data Quality Management & Use for the Maintained Regions will provide data quality/data improvement and data use support on HIV program implementation to MoH, MRs-RHBs, and respective ICAP RO team . S/He will facilitate the collection, collation and processing, analysis of HIV program data and assists data use for quality improvement as per Organizational annual work plan.

 MAIN DUTIES AND RESPONSIBILITIES:

 ·         Actively work with ICAP Regional M&E advisors, to coordinate the implementation of HIV program data quality management and data use activities.

 ·         Build the capacity of MoH, MR-RHBs and Sub-city/Zonal staff through training and mentoring on HIV program data collection, data analysis, interpretation, and use.

·         Participate actively during joint data quality assurance activities on HIV program data with MoH and MR_RHBs team

·         Provide support to MoH, and MR-RHBs on implementation of evidence driven HIV program performance monitoring through regular data analysis, interpretation, and presentation to decision makers.

·         Strengthen capacity of MoH, and MR_RHBs through focused joint supportive supervision.

·         Assist the MoH, MR RHBs M&E teams to identify M&E quality management and data use issues requiring attention and facilitate discussion on review meetings.

·         Support capacity building of ICAP MR-RHBs and Regional M & E advisor on HIV program M&E , to facilitate mentoring on data quality improvement and data use

·         Take an active role in targeted evaluation and research activities undertaken by ICAP Eth

·         Represent ICAP-Ethiopia in different forums when assigned by the supervisor

·         Participate actively in monthly, quarterly, semi-annual and annual ICAP’s performance review meetings.

·         Assist in compiling monthly, quarterly, semi-annual and annual activity reports

·         Undertake other activities as assigned by the immediate supervisor 

Job Requirements

     REQUIRED QUALIFICATION AND WORK EXPERIENCE:

·         MD plus MPH/ MSc , Monitoring and Evaluation, MSc, Health Informatics, or related fields

·         Eight years of practical experience on M&E of  development projects  in Ethiopia

·         Highly developed interpersonal and communication skills including influencing and negotiation

·         Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures

·         Ample experience on data analysis and visualization is mandatory

·         Proficiency in written and spoken English

·         Computer skills (MS Office and statistical packages)

·         Ability to work independently as well as in collaboration with colleagues and partners

·         The incumbent may be requested to spend 75% of the time on travel outside the duty station

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
