Advancing Partners and Communities (APC) is looking for a Monitoring & Evaluation Advisor (Resident) to be based in Monrovia, Liberia. APC is a 5-year USAID-funded project implemented by the JSI Research and Training Institute (JSI) and partner FHI 360. Overall, the project seeks to advance and support community programs that improve the overall health of communities and achieve other health-related impacts, especially in relation to family planning. APC provides global leadership for community health systems and community-based programming, executes and manages small and medium-sized sub-awards, supports procurement reform by preparing awards for execution by USAID, and builds the technical capacity of organizations to implement effective programs.

In 2016, APC received USG Ebola Transmission Prevention and Survivor Services funds for Liberia, Guinea and Sierra Leone. These funds were used to prevent further Ebola transmission, support clinical care, and reduce stigma and other barriers for survivors in relation to access to health care services through the Ebola Transmission Prevention & Survivor Services (ETP&SS) program. ETP&SS was a 2-year program that is implemented through September 2018. Based on the gains made during this period, USAID is providing additional funding for health systems strengthening in additional county hospitals.

In addition to project-specific M&E responsibilities (facility assessment, monitoring tools and visits, mentoring of program and partner M&E staff, reporting, etc.) for the program, this position may also provide capacity building support to the Ministry of Health’s National EVD Survivor Secretariat and the National EVD Survivors Network of Liberia (NESNL).

RESPONSIBILITIES

The Monitoring & Evaluation Advisor will oversee the implementation of monitoring and evaluation activities for this program in Liberia. S/he will report to the Deputy Chief of Party as well and coordinate with APC’s Home Office-based M&E and technical staff. This program is expected to have high visibility and a rapid implementation timetable. While the Monitoring & Evaluation Advisor will be focused on in-country technical and M&E activities, they will also be connected to APC’s HO-based team on a regular basis. The Monitoring & Evaluation Advisor will also be one of the focal points for communications with USAID/Liberia and shall actively support the Chief of Party on all required reports and deliverables. The M&E Advisor will supervise other APC Liberia staff (particularly M&E Officers).

Specific responsibilities include, but are not limited to:

Project monitoring, evaluation and reporting:

  • Support the program management team to implement the program’s M&E plan, and design and implement any tools required for gathering the necessary qualitative and quantitative data for monthly and quarterly reporting (from partners and direct JSI work).
  • Monitor the quality, completeness, and timeliness of the collected data for documenting program performance, establish quality assurance checks, ensure data use within the program for evidence-based decision making, and solve data problems when they arise.
  • Provide technical input and supervision for the development and implementation of the program endline assessment, quarterly reports, the final program report, and rapid research pieces on issues of current interest and concern.
  • Develop technical briefs for external dissemination and academic publication of research findings and M&E data.
  • Work collaboratively with sub-partners to support their regular data collection and reporting, and where necessary provide capacity building to improve their data collection and reporting skills.
  • Quantitative data collection, compilation of monthly and quarterly reports, and other relevant activities.
  • Compile data and submit quarterly indicator reports to USAID Liberia & Home Office.
  • Work with the Home Office team and APC Liberia staff to compile reports, and short, visually informative briefs for USAID regularly.
  • Support the Chief of Party with compiling and analyzing data from each of the program’s technical areas and guide the program’s technical team in presenting recommendations to the COP for improvements in implementation on a monthly / quarterly basis.
  • Support the development of effective liaison and coordination mechanisms for ongoing involvement and participation of partners in M&E activities.
  • Represent the program’s M&E interests at meetings with stakeholders, including government partners, USAID, and other agencies.

Technical support to the National Secretariat:

  • Provide technical and capacity building support to the MOH National EVD Survivor Secretariat (based on final workplan).
  • Support development of, and data use from, information systems for the MOH National EVD Survivor Secretariat.
  • Develop methods for data quality assurance and cross-checking/validating of survivor-related data collected at community, County, and national level, and troubleshoot as needed.
  • Support the building of macro-level capacity for leading and coordinating M&E, including data quality auditing and the use of data for decision making.
  • Other duties as assigned.

QUALIFICATIONS

The M&E Advisor (Resident) will have the following minimum qualifications:

  • Master’s Degree in public health, biostatistics, economics, international development, or a related field.
  • Minimum five (3) years of experience in monitoring, evaluation and research related to large-scale health development programs, preferably with USAID experience.
  • Minimum three (3) years of experience within M&E of community health programs and/or international development – related programs.
  • Excellent knowledge of data collection protocols for quality data collection/verification.
  • Exceptional ability to analyze multiple sources of data to identify data trends and to present outcomes related to program implementation.
  • Demonstrated experience leading and building M&E capacity, including remote, field-based staff, to meet program needs and deliverables.
  • Ability to use statistical software packages such as SAS or Stata and mobile data software.
  • Demonstrated experience and familiarity with behavioral surveillance surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques, and establishing M&E systems in developing country contexts.
  • Demonstrated experience and familiarity with improving routine health information systems, including data quality assurance techniques and data demand and use efforts.
  • Communication skills (including presentations) in written and spoken English required.
  • Relevant experience in West Africa preferred; Liberia experience desirable.

This position requires on-site presence in Monrovia with occasional domestic and international travel required. Term is (TBD), limited to June/July 2019 based on current funding and APC project conditions.

Salary commensurate with experience.
