Mothers2mothers (m2m) is an international NGO operating in Africa that employs and trains HIV-positive women in community health workers, called “mentor mothers” who provide health services, counseling and support to women and their families in health facilities and in the communities.
m2m is a leader in delivering non-clinical complementary care and support services through its peer-based Reproductive, Maternal, Newborn and Child Health (RMNCH), Prevention of Mother-to-Child Transmission of HIV (PMTCT) education and psychosocial support model. m2m will leverage 15 years of experience to contribute to the HIV-response in Mozambique through technical assistance to the Mozambique Ministry of Health (MISAU) to strengthen its Maes Para Maes programme (MPM).
Working collaboratively with country-based staff, local stakeholders and m2m Head Office staff, the Monitoring and Evaluation (M&E) Advisor will be responsible for supporting the implementation of the M&E system at provincial level.
The M&E coordinator reports to the Strategic Information (SI) Manager and working in collaboration with m2m Mozambique’s provincial team, the Department of Programs and Technical Support, International Operations, other internal staff and consultants, as well as partners of the national office in Mozambique. The position is based in Cabo Delgado including local, national and international travel will be required.

Key performance areas:

1. Oversee, manage and contribute to the implementation of the m2m Mozambique M&E System as delegated.

  • Implement the routine M&E Tools and Data Management System, as well as Data Quality Audit tools and processes in alignment with the geographical cascade outlined in the Mozambique M&E Data Flow Diagram.
  • Provide Quality Assurance on all M&E processes and outputs as delegated.

2. Participate in the execution of a country-assessment process to identify strengths and address weaknesses in the M&E System of the MPM Programme in Mozambique.

  • Contribute to this assessment through providing information required.
  • Contribute to designing and implementing M&E system improvements as delegated.

3. Participate in training of in-country stakeholders to administer and use routine MPM M&E tools and systems

  • As delegated, conduct training (among Government staff and MPM Implementing Partners) in administering all components of the MPM Routine M&E system in Mozambique.
  • Provide ongoing Supportive Supervision to data capturers to ensure diligent uptake of all components of the MPM Routine M&E system in Mozambique.

4. Contribute to routine and ad-hoc reporting on m2m’s Mozambique Programme as delegated:

  • As delegated and in accordance with the routine M&E reporting schedule,  process requests for M&E data, such as data / information for annual reports and proposals, meetings and public relations / communications.
  • Conduct data analysis and compile reports, as delegated, for key donors and for all other audiences requiring data / information.
  • Ensure high quality reports are submitted timely.
  • Monitor quarterly programme achievements and trends through producing routine quarterly reports or in accordance with any agreed upon routine reporting schedule.

5. Ensure that high quality data are consistently generated at the appropriate level of delegation:

  • Contribute to the design of Data Quality Audit systems and protocols, including Data Quality Assessment tools and procedures.
  • Continuously ensure data quality.
  • Manage and oversee the execution of all recommendations for improved data quality.

6. Other duties in support of the m2m Mozambique Programme’s  Strategic Information needs:

  • As delegated, support data extraction, data collection and data quality improvement interventions in support of E&OR projects.
Job Requirements

Qualifications and experience

  • Degree in Public Health or other area related to Health and Development.
  • Excellent knowledge / exposure to PTV / SSR / SMI policy.
  • A minimum of 3-5 years of progressive work experience in the development, implementation and leadership of health M&E systems, with specific HIV reference in resource constrained contexts.
  • Experience of at least two years as a supervisor
  • Extensive and relevant project management experience
  • Applied Knowledge on Human Resource Management
  • Applied knowledge of M&E tools and systems
  • Experience in budget management and account reconciliation
  • Excellent communication and time management skills
  • Good writing and reporting skills
  • Experience in maintaining strategic relationships with external partners at various levels.
  • Additional Skills: Mentoring
  • Interpersonal and team motivation relationships
  • Fluency in English, Portuguese and local languages is an advantage.
  • Ability to work independently, innovatively and flexibly in problem solving
  • Experience in designing and managing the implementation of routine national M&E systems.
  • Knowledge of USAID and CDC frameworks, indicators and reporting requirements.

  • Excellent analytical skills, including the ability to organize and interpret quantitative data and represent findings in oral and written form to a range of stakeholders – Donors, Government and NGO Implementing Partners.
