Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country is divided: two urban (Cairo and Alexandria) and five rural (Giza, Cairo, Beheira, Kalyoubia, Damietta, Qena, Assuit and Sohag). Plan Egypt’s work focuses on child rights, implementing programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives listed below:

  1. Improve the quality of early childhood care & education;
  2. Promote economic empowerment of vulnerable young men & women;
  3. Facilitate girls in realising their full potential in an enabling and gender responsive environment that protects them from all forms of abuse, neglect, exploitation and violence;

The Opportunity:

The financial inclusion project is aiming utilizing the Saving Groups (SGs) approach to mobilize vulnerable rural women for deeper and wider financial inclusion. SGs will support poor and vulnerable groups to shift from informal to formal financial system and empower them through increased access to financial savings and the safe custody of funds, financial literacy awareness and opportunities for access to formal credit. The mutual support that members will provide to each other will also help them gain confidence to participate in local markets as well as value chains. SGs will also provide a space to address discriminatory cultural norms and to act as a catalyst for enhanced social capital and women’s leadership in the household and community levels.

The programme will focus on creating and expanding SGs in the governorates of Assiut and Sohag to create a wider base for women’s financial inclusion. It will support women’s financial and economic empowerment through: 1) Provision of financial literacy awareness, including through testing use of gamification; 2) Facilitating women’s access to savings and loans out of the accumulated savings of the group; 3) Ability to use those savings and/or loans to invest in their wellbeing and/or that of their children (health and education) and/or to start and expand a business. SGs can also serve as a steppingstone for women to access larger credit from responsible microfinance institutions; 4) Capacity development for women members of SGs on business development and technical skills to start income-generating projects in areas that are based on the governorates competitive advantage and support the women-led clusters/SGs to be integrated into higher value chains.

The M&E Coordinator will be supporting in the set-up of the project logic model and ensuring that suitable monitoring and evaluation systems are in place, implemented as intended, and reporting in a comprehensive and timely manner to facilitate the delivery of the project and achieving the desired outcomes/impacts maintaining the alignment with the donor requirements.

Typical Responsibilities

  • Responsible for providing technical oversight & support for establishing a monitoring system for the project, procedures and mechanisms particularly with feedback relevant to the field level, presentation of findings to the project management and building the partner staff competencies on M&E.
  • Work with the Project Manager and the concerned staff for the development and the finalization of the project implementation plan for ensuring that project design in proposals is logically sound, beneficiary-informed and contextually appropriate, based on learning from previous projects and technical best practice, and includes a Theory of Change and SMART logic model;
  • The Monitoring and Evaluation Coordinator for SWEET project will promote and facilitate the participation and feedback of community members, including girls, boys and vulnerable groups, sponsored children and their families in the MER activities relating to the projects in their communities.
  • Responsible for ensuring that detailed and feasible project monitoring plans are developed in a satisfactory way.
  • Work with project and support staff to ensure that monitoring activities are adequately resourced, with sufficient project and support staff and adequate budget;
  • Work with project and support staff to ensure that the project work plan includes monitoring activities (or that a stand-alone monitoring work plan is in place), is up-to date and progress tracked.
  • Work with project and support staff to develop, translate, pilot and finalize data collection tools as needed;
  • Assist in training of staff in data collection methods, management, analysis and action techniques.
  • Work with the Project Manager and the Field officers to ensure that data is collected and entered into databases & BTT &/or the data platform on a regular basis;
  • Responsible for providing consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives and ensure data quality;
  • Responsible for conducting data quality audits of the project to identify and resolve systemic problems affecting data quality, and documenting;
  • Assist in conducting regular analysis to (1) compare data against project milestones, targets, and quality expectations; (2) identify issues requiring further attention;
  • Work with project and support staff to track progress on action points related to implementation of M&E activities;
  •  Work with project and support staff to provide M&E inputs for reports written during project implementation;
  • Support in the development and analysis of the project baseline, mid and end line surveys;
  • Provide the M&E inputs for needs assessment and survey report writing;
  • Provides inputs from survey and assessment data for tracking of overall progress on projects, programs and strategic priorities.
  • Assist in identifying, documenting, storing and sharing lessons learned that have implications for refinement of best programmatic practice.

  • Support the project manager in the development of M&E systems, tools and procedures and in the implementation of quality M&E for the project.
  • Contribute to the development and implementation of M&E framework at operational (project) levels and link it to strategic (country).

Technical expertise, skills and knowledge

  • A University degree in relevant subject.
