Position Overview

The U.S. Agency for International Development (USAID) awarded FHI 360 the EPIC across the Continuum of HIV Services for Key Populations Affected by HIV Project (EPIC), a five-year cooperative agreement funded by the U.S. President’s Emergency Plan for AIDS Relief. FHI 360 works in partnership with Pact Lesotho who is leading the implementation of EPIC in the two districts of Maseru and Leribe in Lesotho.

The project aims to enhance HIV prevention and care cascade by increasing reach to key populations most at risk of acquiring or transmitting HIV, promoting routine HIV testing and counselling, and actively enrolling those with HIV into care and support interventions that enable them to remain in care. The project works with the local KP community-based organizations (CBOs), under a sub-grant mechanism, to increase their capacities for improved organizational, financial systems, monitoring, engagement, and participation of the groups in the HIV response for KP.

To accomplish this task, Pact Lesotho is recruiting a Monitoring and Evaluation (M&E) Officer. Reporting to the Senior Advisor, the M&E Officer position will be responsible for the designing and developing of monitoring and evaluation systems and procedures for the project providing technical assistance and M&E support to the local partners delivering services. The M&E officer will also provide support to the EPIC team in the development of the performance monitoring plan and reporting against the plan, the environmental mitigation and monitoring plan, quarterly PEPFAR reporting requirements and semi-annual report development.

Key Responsibilities

• Provides technical assistance, implements, and monitors M&E systems, to achieve programmatic goals.
• Ensures that appropriate M&E mechanisms are built into work plans and reporting and oversees quality assurance, data quality and reporting.
• Supports structured capacity building on data utilization to improve programming.
• contributes to the performance monitoring of the program based on the performance monitoring, work, and environmental and mitigation plans.
• Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
• Contributes to the production of timely and accurate technical and monitoring and evaluation reports to FHI 360 and USAID as required.
• Participates in relevant meetings with USAID, the Ministry of Health, and local and international partners and other stakeholders in Lesotho.
• Contributes to work plan activities; ensures appropriate levels of technical assistance in monitoring and evaluation; coordinates partner efforts in program implementation including assisting in the provision of technical assistance to each grant partner for the provision of high-quality services; ensure appropriate program monitoring and reporting.
• Conducts routine monitoring visits to project sites, conduct data quality assessments (DQAs) using official tools, assist in the preparation of weekly and monthly reports, and provide supportive supervision at sites.
• Contributes to the development of Scopes of Work (SOW), memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering with EPIC to ensure that M&E activity timeframes are met, and products are reviewed and finalized.
• Proactively identifying risk, addressing issues, and appropriately communicating these to the project staff and USAID.
• Establish strong working relationships with colleagues from different organizations and cultures.
• Reports on progress and status of EPIC activities in Lesotho

Basic Requirements

• Master’s degree in Public Health, Epidemiology, Biostatistics, Demography and Population studies or another Health-related field preferred with at least three (3) years’ experience in M&E and at least one (1) year in or HIV/AIDS health related field, or
• Bachelor’s degree Epidemiology, Statistics and Demography or other Health related field is required with at least five (5) years’ experience in M&E and at least three (3) years’ experience in HIV/AID health related field.
• Experience with USAID-funded activities, with PEPFAR monitoring, evaluation and reporting experience.
• Experience in designing and implementing M&E systems.
• Experience working with key population groups and PLHIV.
• Experience with USAID rules and regulations and experience working in an international NGO environment desirable.
• Experience in the HIV-related needs of key population groups in Lesotho, including Female Sex Workers (FSW), Transgender (TG) individuals and/or Men who have Sex with Men (MSM).
• Experience with statistical packages such as SPSS or STATA.
• Experience using Infolink & DATIM.
• Experience working with civil society organizations on M&E for HIV and/or health-related activities.
• Ability to meet deadlines with strong attention to consistency, detail, and quality.
• Ability to travel within country or region and internationally if needed
