BACKGROUND INFORMATION:
Comitato Internazionale Per Lo Sviluppo Dei Popoli – CISP (International Committee for the Development of Peoples) is a development organization established in Rome in 1983, to engage against the impact of poverty and denied rights worldwide. In Somalia, CISP has put in place mechanisms to support local communities and authorities to provide quality pre-primary, primary, non formal and vocational education. In both remote rural areas and urban centers, CISP is working to promote equitable access to education, to reduce drop outs (for both boys and girls) and to improve learning outcomes for all.
The education program works with communities, parents, teachers, girls and boys alike to promote equitable access to education and to improve learning outcomes at schools and other training facilities. The Education Team also works closely with the Education Directorate and communities to change the education policies to achieve inclusivity, sustainability, and results beyond the program’s life.

JOB PURPOSE
The M&E Senior Officer will coordinate and supervise M&E activities in the field. He/She will ensure the quality of M&E and research activities by training, mentoring and supervising the M&E officers and data collectors. The Senior officer will be in charge of managing beneficiaries’ databases and perform data analysis as directed by the M&E advisor. He/She will be responsible for the rolling out of M&E workplans in accordance with M&E frameworks of several projects, including the EGEP-T project. The M&E Senior officer will be in charge of liaising with project officers to coordinate collection of monitoring data through specific tools and protocols.

KEY RESPONSIBILITIES
M&E supervision at field level
• Supervise the M&E team in the field in close collaboration with the PMs.
• Implementation of M&E framework and related activities and make sure quality and appropriate documentation is produced, collected and shared timely
• Develop and monitor weekly action plans for M&E activities in coordination with the Education Program Manager, the Coordinator and/or all relevant stakeholders and partners
• Ensure accountability for all M&E activities
• Identify gaps, train and mentor relevant officers and managers in data collection (both Quantitative and Qualitative).
• Coordinate and collaborate with Education, Protection and Culture teams in close collaboration with the Project Managers
• Participate in regular planning and review meetings with CISP staff in Mogadishu and Nairobi
• Contribute to preparation of monitoring tools including pre and post training tests
• Oversee the implementation and revision(s) of the Project Monitoring plan
• Organise and conduct regular project review meetings and focus group discussions with community members
• Plan and conduct regular surprise spot checks of activities and schools.
• Design surveys and survey forms designed for ODK;
• Manage database and data collected from ODK
Data collection and reporting
• Assume primary responsibility on the quality of the data collected by CISP staffs and associates.
• Undertake routine data (quantitative and qualitative) collection on key project indicators using specifically design instruments for project monitoring
• Prepare monthly data reports with gender and grade/age disaggregated data for each school and training centre
• Conduct monitoring visits and prepare qualitative reports for each school and training centre
• Entry and uploading all project data into the project database
• Filing of the all the project monitoring instrument used in the data collection process
• Prepare relevant monitoring data for the program quarterly reporting
• Participate in internal and external project data dissemination meetings
• Perform other duties as instructed by his/her immediate supervisor
• Compile data and information collected during monitoring visits and produce timely monthly reports to share with the Education Program Coordinator
• Prepare monthly activity technical and progress reports as per the requirements and standards of CISP
• Ensure the privacy of personal information and confidentiality of data collected
Visibility and communication
• Ensure the monthly reports include quality and relevant audio / visual documentation
• Ensure visibility, communication actions are appropriate
• Document best practice and lessons learnt from the implementation of CISP activities in Somalia
• Prepare human interest stories accompanied by photographs to document key results and outcome of the projects.
Coordination
• Coordinate with the PMs to distribute workload among the Team
• Participate in programme planning meetings
• Participate in relevant fora, workshops, coordination meetings in the field
• Liaise with relevant stakeholders (including implementing and funding agencies) in the field to allow coordination and synergies as well as to avoid duplication
• Occasionally travel to Nairobi CISP Regional Offices for review and planning meetings with Education Program Coordinator
• Supervise other M&E staffs when needed for data collection and quality assurance
• Perform other duties as instructed by his/her immediate supervisor

The position is 100% based in Somalia and due to the nature of the program activities, female candidates are encouraged to apply. Applicants should be legally able to work in Somalia.

REQUIRED QUALIFICATION AND COMPETENCIES:
• Degree or relevant qualification in statistics or science, education, sociology, psychology, gender studies, development or other social science;
• Excellent MS EXCEL and database management skills
• Experience using ODK (including design of forms)
• Proven experience in the field of M&E and research
• Excellent written and oral communication skills in English and Somali;
• Capacity to facilitate discussion groups and Key Informants Interviews
• Strong leadership and mentorship skills;
• Ability to multi-task and work under pressure;
• Demonstrate passion and commitment for changing people’s lives;
• Strong analytical skills;
• Predisposition to meticulous work
• Must demonstrate good interpersonal skills;
• Demonstrated knowledge of the Somali context and language

The International Committee for the Development of Peoples (CISP) is a nongovernmental organization (NGO) established in 1983 with headquarters in Rome, Italy . The principles and purposes of the organization are summarized in the Declaration of Intent and the Code of Conduct for cooperation programs . The Statement of Purpose "For the Rights and against Poverty: Approaches and Operational Priorities CISP", developed with input from all players in the See of Rome and offices in third countries, defines the priorities of the CISP, built around the main objectives of combating poverty and social exclusion .

MAIN ACTIVITIES AND PRIORITY AREAS FOR ACTION

In collaboration with various local stakeholders, public and private, CISP has realized and realizes projects of humanitarian aid , rehabilitation and development in more than 30 countries of : Africa, Latin America, Middle East, Asia and Eastern Europe , while in countries of ' European Union promotes initiatives of cultural policy , the promotion of international solidarity and enhancing the role of diasporas in the development of their countries.

The Statement of Purpose identifies as priority areas :

a) the right to social security and economic as the development of income opportunities, migration, development and food security; b) the right to health , access to water and environmental sanitation ; c) the right to the future understood as the rights of children , adolescents , young people and enhancing the environment and natural resources ; d) the right to humanitarian assistance that emergency and first reconstruction; e) the support to public policies for social cohesion and civil society .

The CISP projects are designed not only to meet the priority needs and solve real problems in the country and in the action, but also as tools to identify, formulate and consolidate specific sectoral policies . Two interrelated purposes, because the possibility that an inspiring project or strengthens a policy address depends on its impact, the effectiveness and the credibility of those who carry it out. In this in 1997 , CISP has been the Co-operation and Development Network (CDN) of Pavia, in collaboration with the University of Pavia, the School of Pavia IUSS and two other NGOs.

The CISP processes and produces publications and audio-visual material and promotes opportunities for meetings and investigation to disclose and inform public opinion, the experience of cooperation more meaningful.

FUNDING AND RESOURCES

The CISP projects make use of funding and contributions from private individuals , associations, foundations, companies and Italian public institutions and international. Among the latter: the European Union , Ministry of Foreign Affairs , Italian local authorities, agencies, UN , governmental agencies of countries' Organization for Economic Cooperation and Development ( OECD ), national governments and local authorities in the countries in which it operates.

CISP, already formal approval under the Act 26 February 1987, n. 49 and considered a non-profit social organization (NPO) in accordance with art. 10, paragraph 8, of Legislative Decree 4 December 1997, n. 460, is also enrolled in the registry office of NPO of the Lazio Region (NGO sector activities).

CISP is part of the ' Directory of Civil Society Organizations and other subjects not-for-profit Italian Agency for Development Cooperation (Decree n. 2016/337/00161/4).

It is recognized Association (N ° 752/2010 of the Register of Legal Persons at the Prefecture of Rome), also registered in the Register of entities and associations operating in favor of immigrants at the Ministry of Labor and Social Policy (A / 138 / 2001 / RM).
