FHI 360 is currently seeking qualified candidates for the position of Monitoring & Evaluation Specialist for an anticipated 5-year for an anticipated USAID funded project for Northern Mali. The activity will focus at the health district level to deliver a limited package of health services through limited facility-level support to strengthen primary care for, and referral for some higher level services, the integrated management of newborn and child illness (IMNCI), basic emergency obstetric and newborn care (BEmONC). **This position is subject to project award and funding.

Position Description:

The M&E Specialist is responsible for implementing the Activity Management and Evaluation Plan and working closely with consortium partners to provide technical assistance to ensure timely and high quality implementation of the program, and oversight of program M&E. S/he will lead surveillance, monitoring and evaluation (M&E) activities, and the development and dissemination of tools, materials, reports, papers, and intervention-linked research. The M&E Specialist will design and develop M&E systems and procedures as per the USAID guidelines. This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program. The Specialist will undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions. The position will be based in Bamako, Mali.

Professional Responsibilities:

  • Lead the design and implementation of the project’s monitoring and evaluation activities, including the development of the project’s Monitoring and Evaluation Plan; development and monitoring of project indicators; implementation of baseline, midterm and end line studies; oversight of data collection and analysis; synthesis of data and study outcome reports; quality assurance and auditing of data.
  • Lead a robust “collaboration, learning and adaptation” agenda for the program, designing and implementing mechanisms for continuous learning, collaboration and adaptation for project staff, partners, donors, host country government counterparts and other stakeholders.
  • Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to local, national and regional-level stakeholders.
  • Manage the project’s management information system and database, ensuring that data is accurately uploaded into the system by staff and partners on a regular basis.
  • Develop and implement appropriate guidelines to support USAID/Mali, Government of Mali counterparts and implementing Partners in conducting M&E and reporting results.
  • Contribute to national data collection and information systems.
  • Ensure data quality, analyze data sets and technical assessment findings, and develop and monitor work plans.
  • Build capacity of staff, implementing partners, government counterparts, and other stakeholders in program monitoring and evaluation, data collection and management.
  • Undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
  • Ensure all monitoring and evaluation conducted under the project include a gender focus that promotes gender equitable programming.
  • Monitor and maintain relevant protocols, instruments, data sets, manuals, training materials and reports.
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence.

Skills and qualities required:

  • Bachelor’s degree required; however Master’s degree or higher in monitoring and evaluation, public health, demography, health management, social science, biostatistics, statistics, or a related field preferred.
  • 8+ years’ experience in monitoring, evaluation and research efforts, preferably with respect to integrated nutrition programs.
  • Strong quantitative or mixed-method and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
  • Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS) and experience training others in its use is highly desirable;
  • Experience with a USG-funded project preferred.
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
  • Excellent report writing, analytical, and communication skills, including oral presentation skills.
  • Extensive experience in knowledge management and dissemination of research findings.
  • Ability to work independently and manage a high-volume work flow.
  • Experience working as a member of a high-performance team.
  • Have an excellent ability to communicate in English both orally and in writing.
