.Position overview

The MEAL Assistant will work directly for the PlayMatters Project under the day to day supervision of the field-based M&E Officer and technical reporting to PlayMatters MEAL Manager based in Addis. The PlayMatters project is an initiative to increase play-based learning opportunities for nearly 1 million pre-primary and primary school aged refugee and host community children impacted The MEAL Assistant will be responsible for routine monitoring of the project, digital data collection, quality assurance, design and implementation of key M&E tools and establishment of client feedback channels. The MEAL Assistant will also be responsible for recording and monitoring feedback, and for ensuring that the loop is closed, and clients are informed of decisions taken.

Specific Responsibilities:

Monitoring and Evaluation

•      Collect data and routinely monitor project implementation

•      Pilot and support in the contextualization of data collection tools

•      Pilot and prototype contents to adopt learning through Play approach.

•      Assist in mapping pilot location and select settlement, recruit respondents for the behavioral mapping.

•      Train staff and local officials in the correct use of digital data collection tools.

•      Ensure data quality of routine monitoring and evaluation data.

•      Support local management teams with ad-hoc data requests and analysis

•      Present statistics on monitoring data in clear formats to highlight feedback trends to the program team, as well as synthesize qualitative feedback in ways which provide the detail that the program team will need to design an appropriate response.

•      Analyze key themes, challenges, and opportunities for program improvement.

•      Support and train enumerators or data collectors as needed.

Feedback Planning and Implementation

•      Work with the MEAL Officer and other MEAL Assistants to collect client feedback through various channels that IRC installs including community meetings, surveys, discussions, phone lines, suggestion boxes, SMS among others

•      Support MEAL officer in updating the Feedback Registry and raise cases including breach of IRC code of conduct, allegations of child abuse or sexual exploitation and other major programmatic complaints

•      Collect response from the program staff on the feedback and communicate back to client

•      Work with other MEAL Assistant and the MEAL officer in the field office to analyze and compile feedback and complaints

•      Collect feedbacks on use of developed contents to adopt learn through Play.

Other

·         Provide support to the M&E Officer to conduct ongoing monitoring and evaluation activities.

·         Other duties as assigned by the supervisor to enable and develop IRC programs

Reporting line:

The MEAL Assistant will report to the M&E Officer on issues related to day to day activities. On technical issues the MEAL Assistant will receive technical support by the PlayMatters MEAL Manager in Addis.

 Time frame

The length of employment is for one year initially but could be extended, contingent upon satisfactory performance evaluation and funding.

Job Requirements

Requirements (Qualifications, Skills and Abilities):

•      10 +3 Diploma in social science and other relevant field of studies

•      Analyze and communicate data in a way that facilitates effective decision making

•      Experience with digital data collection tools and the use of smart devices for data collection

•      Proactively engage with clients, local officials and community members, acting as a community liaison focal point

•      Driven and able to balance multiple task, commitments, and to work flexibly in a team

•      Creativity, curiosity and enthusiasm, and the ability to develop and test new ways of working and solutions to problems

•      Strong oral and written communications in English, Amharic and local language is required.

Desirable:

•      Experience with M&E for Education programming in a refugee context.

•      Written and verbal communication in English is an added advantage.

•      Passionate about humanitarian work and assistance!

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
