Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.
Summary of Position
To provide oversight for all program’s planning, evaluation, knowledge management and monitoring. The monitoring Manager develops and oversees monitoring systems to track success of program implementation, identifies performance indicators, develops quality assurance strategies and trains program employees. Improve data systems – collection, storage, use – to increase effectiveness and scalability of M&E systems, conduct and oversee analysis of data from day-to-day M&E activities. Additionally, the monitoring Specialist prepares high-quality reports for internal and external audiences.
Purpose:
The MEAL Manager will develop the Monitoring and Evaluation system/framework, oversee its implementation and analyze the metrics for Action Against Hunger Somalia projects to assess the impact and quality in support of project design, implementation and reporting. The projects need to align to the Core Humanitarian standards as well as Action Against Hunger internal rules and regulations.
In addition, the role will oversee the implementation of accountability and feedback systems in addition to developing required tools for use in specific projects based on established M&E framework.
Engagement.
Collaborate with the MEAL team members on feasible weekly, monthly and quarterly work plans, Coordinate with M&E Advisor and Program Development and Quality (PDQ) Coordinator to create and standardize quantitative and qualitative monitoring tools to monitor key processes, outputs, and outcome indicators related to each sector of intervention.
Externally, the position will support MEAL activities for Caafimaad Plus consortium.
Delivery.
The MEAL Manager will oversee data collection and analysis for baseline, endline and routine/post-distribution monitoring activities and facilitate timely and quality reporting to internal and external stakeholders.
Essential job duties.
· Develop the Monitoring and Evaluation system for Action Against Somalia that adheres to Core Humanitarian Standards, Action Against Hunger standards and donor regulations.
· Ensure a MEAL work-plan is developed for the mission
· Share learning documents and reports for the programs (PDMs, monitoring reports, baseline and end-line reports and other related MEAL reports); Work with monitoring, evaluation and learning staff to develop M&E frameworks, learning agendas and effectively track data/results to incorporate learning for adaptive management.
· Contribute to the quality, accountability and impact measurement process of the program
· Develop and share monitoring reports with relevant staff (PDM reports, Baseline and end line surveys across all projects)
· Support PMs/HODs during preparation of Donor’s quarterly reports.
· Support technical teams in submission of quality project technical deliverables and reports on time and in accordance with donor guidelines
· Develop or revise monitoring tools based on need. Test the effectiveness of tools and ensure they are friendly to be used, and train other staff member of the same
· Ensure quality of data collected by carrying out routine data quality assurance measures; training and supervising data collectors; and ensuring proper data cleaning and data management
· Ensure feedback mechanisms are in place in all project implementation areas and database on the same created. Document and follow up on feedback and complaints in close collaboration with the PDQ Co
· Provide success stories and lessons learned as appropriate for various projects in close collaboration with communications manager
· Review, Compilation and submission of all Monthly activity Progress reports (Qualitative and quantitative APRs for all sectors)
· Ensure all projects have an APR template at the start of each grant.
Supervisory Responsibilities.
· Provide oversight and direction to all Monitoring, Evaluation and Accountability team
· Directly supervise MEAL officers.

Physical Demands.
· While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

Required Qualifications.
· Bachelor’s degree in quantitative discipline (preferably in Social Science, Economics, or Statistics)
· Experience in designing tools and strategies for data collection, analysis and production of reports
Required Skills & Experience
· At least 3 years of professional experience in the field of Monitoring and Evaluation
· Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools
· Extensive knowledge in (quasi-) experimental program evaluation designs
· Broad experience in the design and implementation of capacity building activities in M&E
· High level of proficiency in Windows Excel and/ or Statistical Software (SPSS, STATA, Epi Info, ODK)
· Advanced skills in data analysis presentation and report writing
· Excellent analytical skills combined with a proactive, energetic approach to problem solving
· Excellent management, communication (oral presentation and written) and organizational skills; flexibility and ability to multi-task.
· Professional proficiency in spoken and written English is required.
· Previous experience in Somalia desirable.
