As a member of the Measurement Unit, the MEAL Training Specialist will be responsible for developing and delivering learning and training resources for MEAL staff across IRC’s country programs in the Crisis Response, Recovery, and Development department. The primary responsibilities will be to build learning content and to facilitate training sessions, both virtually and in-person.

The role will report to the Learning and Training Advisor and collaborate with subject matter experts and MEAL product owners. Specifically, this role will work closely with the Director of Data and Monitoring, the Data and Monitoring Systems Lead, the Data and Monitoring Project Advisor, and the Regional Measurement Advisors.

The MEAL Training Specialist will need to develop broad familiarity with the span of IRC programs and operations around the world. This position requires excellent interpersonal skills, a high level of personal initiative and the ability to work well in a complex, multicultural, dynamic environment.

Major Responsibilities:

  • Partner with Measurement Unit colleagues to create learning resources to improve the M&E knowledge and skills of staff across M&E-related functions, including, but not limited to guidance documents, tutorial videos, training packs;
  • Facilitate online and in-person training sessions and/or workshops;
  • Coordinate training logistics: scheduling, registration, technology testing;
  • Develop and curate learning resources for IRC Intranet (RescueNet) and the learning platform Kaya;
  • Work with colleagues and translators to ensure core training materials are available in official IRC languages (English, French, Arabic and Spanish).

Job Requirements:

Work Experience:

  • Proven experience (5+ years) in monitoring and evaluation, including experience in data collection, analysis, visualization, and use of M&E technology;
  • Experience training staff;
  • Experience working in low- and middle-income countries; running workshops in low-resource settings; and working in culturally and linguistically diverse settings

Demonstrated Skills and Competencies:

  • Excellent oral and written communication skills;
  • Excellent data skills: analysis, visualization, interpretation, methods (e.g., survey design, sampling);
  • Excellent collaborator with strong interpersonal skills; able to build relationships with staff in different roles;
  • Excellent digital literacy: Microsoft Office Suite (Word, Excel, PowerPoint), file sharing;
  • Ability to work independently with attention to detail and quality, delivering timely results.

Education: BA/BS in development, public health, statistics, related field, or equivalent professional experience

Language Skills: Fluency in English required.

Preferred experience & skills:

  • Experience using Camtasia or other screen-recording software
  • Fluency in French, Spanish, or Arabic highly desired
  • Experience using Kaya or other Totara-based LMS
  • Excellent M&E technology skills: CommCare, Power BI or other data visualization software

Working Environment:

  • Standard office working environment
  • This role may require working remotely full- or part-time and part-time remote employees may be required to share workspace.
  • Travel up to 15% of the time, including travel to fragile or conflict-affected areas

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
