Media Development Advisor, Civil Society and Media Performance Evaluation, Liberia

In Liberia, SI implements the Liberia Strategic Analysis (LSA) activity which provides USAID/Liberia with analytical and advisory services in support of strategic planning, project and activity design, performance monitoring and evaluation, and learning and adapting. LSA’s services cross-cut all development sectors including democracy and governance, health, education, the environment, and economic growth.
Project Objective:
USAID/Liberia has engaged LSA to conduct an external Whole-of-Project Performance Evaluation of the Civil Society and Media Project within the Democracy and Governance portfolio. The project aims to increase influence of citizens and media in the governance of public goods and services. It comprises three distinct USAID activities that contribute to two components: 1) strengthened capacity of civil society and the media to exercise their advocacy and oversight roles, and 2) increased accuracy and impartiality of target media. The purpose of this evaluation is to is to examine the entire Civil Society and Media Project Appraisal Document (PAD), including all its constituent activities and their progress, synergies, and sustainability. USAID/Liberia will use findings from the evaluation to inform adaptive management of the PAD and redesign of the Country Development Cooperation Strategy (CDCS).
The estimated start date will be January 3, 2019 through March 2019. The estimated LOE will be 46 days.
Position Description:
SI is seeking a Media Development Advisor who will provide technical support to the evaluation team. The Media Development Advisor will be working alongside four team members: a team leader, a technical specialist, an evaluation specialist, and a logistics coordinator.
Responsibilities:
- Perform desk review and identify additional information required for analysis.
- Provide technical expertise and support the Team Leader’s lead efforts in evaluation design, methodology, and data collection instruments.
- Schedule and interview key stakeholders and beneficiaries.
- Provide ongoing analysis of qualitative and quantitative data.
- Support the preparation and presentation of the key findings and recommendations to USAID/Liberia.
- Write assigned section of the draft evaluation report in coordination with the team members, taking into consideration feedback from the preliminary findings presentation.
- Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.
Qualifications:
- Must have at least eight years of implementation experience related to professionalization and sustainability of media houses in developing countries.
- Should hold an advanced degree in a discipline related to media, communication, journalism, or related field.
- Demonstrated experience in communications, advocacy, and capacity building for media and CSO partners is required.
- In-depth knowledge of the Liberian media and information landscape is preferred.
- Knowledge of fundamental concepts, practices, and USAID regulation for media is required.
- Previous work experience conducting mixed-method evaluations in West Africa is preferred. Experience with whole-of-project evaluations is desirable.
- Must be able to conduct interviews and focus group discussion and analyze the resulting data.
- Must have exceptional organizational, analytical, writing, and presentation skills.
