Short- Term Medical Coordinator: Somali Region, Ethiopia

Location: Jijiga Field Office with occasional travels to Addis Ababa and project sites
Context
Ärzte der Welt / Doctors of the World / Médecins Du Monde is a network of 16 humanitarian Non-Governmental organizations, working in health and medical aid in domestic and international projects. The focus lies on ensuring access to primary healthcare services, SRH / MCH services (incl. GBV) and psychosocial support. Furthermore, MdM is advocating for a universal access and rights to health services, especially for disadvantaged groups and people affected by crises and conflicts.
MdM has been working in Ethiopia since 1986, implementing different types of projects from long-term interventions to emergency response. The current project in the Somali region by MdM Germany is aiming to improve the access to and the quality of health care services (with a focus on sexual and reproductive health) and prevention of epidemics (incl. Covid-19) for the conflict and crisis affected population in two areas of the Region (rural remote area: Gerbo, Nogob Zone / Camp setting: Qoloji IDP Camp/ Fafaan Zone). Particular attention will be paid to the needs of women and girls by improving the access to SRH services, including GBV. Nutrition and WASH are integrated in this multi-sectoral approach and carried out by the local organisation OWDA (Organisation for Welfare and Development in Action). Furthermore, a joint Consortium (MdM FR, MdM GE, COOPI) project with ECHO funds is being implemented in Somali and Oromiya Region with a similar focus. MdM GE is supporting one health facility in Tuliguled Wored.
Purpose/Role
The Short-Term Medical Coordinator shall provide overall support to the Somali project team, especially the programme coordinators and work in close collaboration with the Addis Ababa based Medical Coordinator. The focus will be to help with the start-up of key health programme services in the Qoloji IDP Camp and Tuliguled Woreda in Fafan Zone of Somali Region. Further key tasks will be to ensure the functional monitoring system, provide guidance to new medical and technical staff.
Assignment during this period could include some broad tasks based on the context and might require frequent travel to Addis Ababa from time to time.
The Short-Term Medical Coordinator reports to the Field Coordinator.
Responsibilities and tasks
Programme Management
- Finalise essential drugs and medical supply requirements for 2021
- Upon agreement with the Addis Ababa based Medical Coordinator and Pharmacist, initiate the procurement process (local and international) for the essential drugs and medical equipment
- Based on the current project activity schedule, review and finalize key activities for the 2021
- Develop Terms of Reference for all the trainings scheduled for 2021and support to initiate procurements of relevant commodities required for trainings
- Establish and strengthen outreach activities in the Tuliguled Woreda as per the operational guideline
- Work with the Gerbo based staff and Woreda Health Department on the phase out plan and the planned exploratory mission for new project sites
- Review the Monitool (online database for reporting) and ensure this is updated on a month basis
- Generate the first project donor interim report and share for review
People Management
- Review and update the current job descriptions of key project staff
- Based on the revised JDs, agree on priority objectives with staff
- Facilitate in recruitment of key project staff
Budget Management
- Based on the activity schedule and procurement plan, prepare and share cash forecasts as appropriate with the finance teams
- Review the monthly financial report (budget follow up) and share feedback with the finance team as appropriate including reasons for deviations
Communication/Representation
- Participate in internal coordination meetings within the organisation and externally with other cluster members in the Somali Region
- Represent the organization in technical working groups as and when required
Qualifications/Education Requirements
- Comprehensive knowledge of project management (key components: monitoring, reporting, budgets, etc.) and familiarity with key project management tools
- Public Health Training with clinical background (MD, BSc, Clinical Medicine etc)
- Expansive knowledge of Sexual Reproductive Health and Maternal and Newborn Health
- At least five years’ experience implementing large health programs in Sub-Saharan Africa
- Experience in working with both rural communities and camp settings (refugees, IDPs)
- Strong report writing ability and great analytical skills
- Ability to facilitate competency-based trainings (IMNCI, BeMONC, CAC etc) a plus
- Knowledge of the Ethiopian context very appreciated
- Ability to communicate effectively and with clarity
- Should be able to land in Ethiopia within one week of the offer and deal with stringent immigration requirements without interrupting your assignment
