The Asili Program
The overall goal of the Asili project is to implement a sustainable social enterprise approach to create healthier, more resilient, economically empowered, functional communities in South Kivu. Asili provides entrepreneurial opportunities, access to clean drinking water, and quality healthcare to communities in the region. Asili social enterprises are accountable to the customer, which inverts the typical aid paradigm and empowers communities to determine the ultimate outcome of their business. Asili is a project of the American Refugee Committee International, an international NGO based in Minneapolis, Minnesota, USA.
About the Role
The Medical Director is responsible for establishing and maintaining world class quality of care throughout the Asili clinic network. The Medical Director provides leadership, clinical guidance, training and mentorship to health staff, and advises the development of new health service lines. The Medical Director establishes systems to ensure adherence to Asili gold standard clinical protocols, which exceed existing national standards.
The Responsibilities
- Lead the development of “Asili gold standard clinical protocols” to ensure world class quality of care. These protocols should exceed current national guidelines, particularly for clinical treatment guidelines that are out of date or harmful to patient care. WHO clinical guidelines should be the minimum standards upon which Asili gold standard protocols are based. Train existing staff in these new protocols.
- Develop and implement a performance-based incentive structure that rewards clinical staff for adherence to quality standards, compassionate care, and completion of continuing medical education.
- Develop strategies to improve clinical staff critical analysis skills in diagnosis, treatment, and overall patient management, including, but not limited to clinical case reviews, clinical simulations, online training modules, and regular staff meetings to discuss trends, highlight successes, and address critical quality issues.
- Develop and implement training program for clinic staff
- Standardized on-boarding programs for nurses, cleaners, and guards/incinerator operators
- Competency-based clinical trainings, particularly in the highest prevalence diseases Asili treats
- Assess individual clinician capacity and develop individualized professional development plans, to be reviewed and updated on a semi-annual basis
- Ensure high standards of infection prevention and control are maintained across the clinic system, including individual point-of-care (e.g., handwashing), clinic cleanliness, medical waste management, etc.
- Conduct regular supportive supervision:
- Monthly clinical case reviews through electronic system of curative consultations, prenatal consultations, and child well-visits. Ensure records are filled completely and accurately, and adhere to quality clinical standards. Follow up with individual nurses to rectify any recording errors or omissions.
- Regular on-site observations of consultations
- Quarterly supervision of clinics’ adherence to infection prevention & control standards, medical waste management, and site cleanliness
- Provide feedback to staff on outcomes of supervision for continuous quality improvement. Follow up to ensure recommended actions are implemented.
- Advise on development of new Asili health business lines (e.g., advanced lab, cancer screening & treatment, maternity services, home-based primary health care, etc.)
- Utilize data from electronic patient management system to analyze disease and client trends. Develop strategies to mitigate any notable disease incidence increases or patient load decreases.
- Generate monthly reports, including financial, stock, and clinic visit (aggregate and disaggregated, according to requested criteria).
- Inform database developer of glitches and revisions that need to be made in the system to ensure accurate tracking of patients and supplies.
- Contribute to quarterly USAID reports and others, as requested
Professional Growth
- On an annual basis, identify an area of professional growth and develop a plan to accomplish it. This should be discussed with management to finalize the plan and determine how to best succeed.
Education, Skills, and Knowledge Required
- Medical doctor with at least 5 years clinical experience in limited resource settings
- At least 3 years clinical supervisory experience
- Prior experience working in Africa (mandatory) and Dem. Rep. of Congo (preferred)
- Familiarity with DRC public health system and WHO clinical guidelines
- Proven ability to train, mentor, and provide on-the-job training in clinical service provision
- Strong computer skills including typing and all Microsoft Office software (Word, Excel, Powerpoint), email, internet. Willingness/ability to learn and manipulate new software programs
- Must be fluent in French with professional fluency in English. Knowledge of Kiswahili or other local languages in South Kivu a plus.
