Main Purpose

·         Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

Accountabilities

  • Apply medical knowledge, skills to diagnose, and prevention. Carry out outpatient and inpatient consultations in maternity EMTU, prescribing the necessary treatment respecting MSF protocols.
  • Support the nurses and clinical officers of the Health Post in consultations beyond their capacity, prescriptions and patient education and counseling
  • Assess the needs for additional training or gaps for the staff working in the OPD and organize trainings accordingly in collaboration with the   Nurse Activity Manager (NAM) and/or Medical Team Leader.
  • Each staff and individual is responsible for their safety but, if Accidental Exposure to Blood happens the staff has to be supported following the AEB guidelines requirements and management including offering them essential investigations and offering them Post Exposure Prophylaxis
  • Staff health management together with MTL and follow up with the quality rendered in the DMI
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
  • Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with the managers and supervisors- and informing their family about the patient’s evolution.
  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the Nursing Activity Manager about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material
  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
  • Collaborate with other departments and other actors within the project (responding to accident & emergency and inpatient department requests, intervening in support of other services when needed e.g EPREP, etc.), in order to support the overall MSF project with his/her expertise and capabilities
  • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control.
  • Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol
  •  Ensures professional confidentiality is respected.
  • Participate/Lead the team in Mortality analysis review

MSF Section/Context Specific Accountabilities

  • Guarantor of medical ethics and quality health care to all the beneficiaries.
  • Ensure every patient is treated with respect as well as patient’s confidentiality is maintained.
  • Show flexibility to work in any/all the departments including OPD,EMTU,Emergency Response
  • Clinical examination of patients in maternity and EMTU during ward rounds, during admission and as needed.
  • Ensure the correct application of MSF Clinical Guidelines, other Guidelines and National guidelines.
  • Clinical diagnosis and prescription of treatment, with close follow up of complicated cases.
  • Follow-up prescribed medical treatments, adapting and modifying according to needs.
  • Discuss complicated cases and those needing referral with MTL and participate actively in the decision making.
  • Theoretical and on-the-job training of clinical officers and nurses regarding general principles of care, common complications and prescription of systematic treatment.
  • Collaborate and monitor the clinical activities of all the medical staffs (other MDs/Clinical Officers/Nurses) to ensure quality medical care to all the patients.
  • Active collaboration with Nursing Activity Manager/MTL for patient’s referral.
  • Active collaboration with Expat Midwife/Maternity Department if assigned to work in Reproductive Health.
  • Active collaboration with Expat Mental Health Officer/Mental health department if assigned to work in Mental Health.
  • Plan & implement measures regarding disease prevention.
  • Ensure proper waste management and infection control measurements are in place.
  • Ensure rational use of drugs and also modify treatment plans accordingly based on stocks.
  • Inform line manager of any problems that might be linked to work, as well as problematic equipment or material (e.g. broken or missing items).
  • Contribute to morbidity & mortality reports as well as analysis of weekly & monthly statistical reports.
  • Participate actively in the medical team meeting, supervisors meeting etc. for the smooth running and improvement of the medical activities.
  • Contribute actively to a good working relation with other Nurses/Clinical Officers/Medical activity Supervisors a to ensure team work.

EducationMedical Doctor diploma

·       Desirable diploma in Tropical Medicine

Experience
2-year experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable in tropical medicine, or post-registration experience in Public Health, obs and gynae, paediatrics, A, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.
Languages                      ·       English language essential. Nuer language desirable.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
