Chemonics International is seeking a MEL Director for the anticipated USAID-funded DRC/CAR Resilient Communities and Sustainable Livelihoods in the Mbomou-Uele Region. The DRC/CAR Resilient Communities and Sustainable Livelihoods Activity aims to mitigate inter-communal conflict; building communities’ resilience in the face of persistent insecurity and economic hardship; and strengthening community engagement and development. The activity will also address the threats and drivers to biodiversity conservation to promote a foundation for peace, stability, and development in the Mbomou Uele region.

The MEL Director will develop and implement the Activity’s MEL plans and will integrate the plan throughout implementation, sub-awards, action plans, and capacity building efforts to promote learning and build the MEL capacity of our team, partners, and stakeholders through training and knowledge transfer.

Responsibilities

• Oversee the collection of and reporting on program management, output, and outcome indicators of the activity’s MEL plans.
• Lead the design and operation of the activity’s MEL systems to ensure standardization across the activity’s indicators, data collection, and reporting.
• Conducts periodic training for project staff, stakeholders, and/or partners. Shares information to help them monitor the progress of their work and use the data for strategic decision-making. Builds capacities of activity counterparts across interventions as part of their monitoring/tracking mechanisms, delivering targeted training and utilizing tools to ensure capacity is developed.
• Builds MEL into sub-awards, ensuring selected recipients can track, review, and assess the impact of their work to sustainably scale up what is working and redirect efforts that are not working.
• Supports quarterly pause-and-reflect sessions and ensures adaptive management is practiced across the team to achieve expected results.
• Ensures MEL and project staff understand their responsibilities for MEL data quality standards, and that staff collect and analyze project data consistent with data quality standards.
• Builds capacity of staff and activity partners in quantitative and qualitative research methodologies.
• Leads information management, and directs the process of identifying, analyzing, and synthesizing lessons learned. Works closely with the chief of party, deputy chief of party, and component team leaders to incorporate lessons into new activity development and implementation.

Qualifications

• Bachelor’s degree in statistics, quantitative/qualitative data analysis or management, program management, or another related field required, a Master’s degree is preferred.
• Minimum of eight (8) years of experience in environmental management, collecting data, conducting analysis, and fostering learning to inform programming.
• Demonstrated knowledge of integrating MEL framework into project interventions to inform decision-making and incorporating MEL into capacity building for program monitoring requirements.
• Demonstrated experience with quantitative and qualitative research methods, including developing surveys and holding focus groups.
• Demonstrated ability to work productively within a team.
• Demonstrated supervisory experience, including mentoring, training, and guiding staff.
• Possess excellent organizational and multi-tasking skills.
• Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment.
• Computer skills including strong knowledge of Microsoft Excel, Word, and Office applications.
• Experience on donor-funded projects in Central African countries.
• Fluency in written and spoken English and French, knowledge of local language preferred.
• Position likely based in Kinshasa or Bangui.
