Position Summary:

Strengthen staff capacity in designated health facilities on HIV care in key populations, according to national guidelines. Oversee the implementation of activities in the area of ​​HIV care and treatment in key populations. Analyze progress in meeting objectives and support the development of interventions to address identified gaps in the program, work collaboratively with other regional program “mentors” sites, including monitoring and evaluation staff evaluation of the site. Work closely with the regional public health delegation for program implementation and technical assistance to national counterparts.

Major responsibilities:

  • Supervise health providers involved in HIV care in key populations in health facilities supported by ICAP in the region
  • Be the first responsible for support and progress for approximately 5 to 7 ICAP-supported health facilities in the region
  • Provide supervision and monitoring of field staff in relation to HIV care among key populations in ICAP-supported FOSAs in the region
  • Ensure the functioning of HIV support groups in key populations
  • Ensure the availability of all standard HIV care guides within health facilities
  • Participate in data quality assurance / quality improvement activities to develop interventions to address identified gaps in the program.
  • Oversee the collection, documentation and validation of care-related indicators in key populations throughout the HIV care cascade
  • Prepare the weekly report and submit to the Regional Manager and Technical Adviser for HIV Management in key populations
  • Participate actively in the weekly “Situation Room” and monthly meeting on the status of progress toward objectives and review of site data
  • Ensure availability of HIV inputs and consumables in key populations at site sites
  • Liaise with the central office and receive technical assistance, advice and contributions from ICAP experts from the regional headquarters and New York teams
  • Other assigned tasks

EDUCATION

  • Bachelor’s Degree in Nursing
  • Master’s degree in public health will be an asset

EXPERIENCE, SKILLS AND REQUIRED QUALIFICATIONS

  • Experience in Global HIV / TB Management (Minimum 2 years)
  • Training in Global HIV Management
  • Experience in training adult staff
  • Ability to work under pressure and meet deadlines
  • IT capabilities (Word 2016, Excel, power point)
  • Excellent oral and written French ability with a fluent local language expression
  • Good ability in spoken and written English will be an asset

TRAVEL REQUIREMENTS

  • Availability to travel to health facilities supported by ICAP in the region

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
