IMPLEMENTATION OF A TRAINING OF TRAINERS’(ToT) VIRTUAL PLATFORM **

1.0. INTRODUCTION

Micro-Enterprises Support Programme Trust (MESPT), has since the year 2002 developed a niche in supporting the growth of Micro, Small and Medium Enterprises (MSMEs) by providing integrated business solutions for sustainable development. The Trust is a multi-donor entity jointly founded by the Government of Kenya and the European Union who later relinquished their position to the Royal Danish Embassy in Kenya, Ministry of Foreign Affairs of Denmark (DANIDA).

About AgriFI Programme

AgriFI programme is an EU-Danida funded Programme whose objective is to support production initiatives for smallholder farmers that are adaptive to the changing climate and market requirements. The 5-year programme runs from 2018 to 2023 where MESPT is the Implementing Partner of two (Result Areas II and III) of the four overall programme Results Areas.

Result area II of the project seeks to strengthen the capacities of actors along selected value chains through the Agricultural Technical and Vocational Education Training (ATVET) system approach. To ensure compliance of Sanitary and Phytosanitary Standards (SPS) measures by the country, the responsible inspectors and certifiers need to be empowered and equipped with the proper knowledge and tools to regulate SPS compliance of Horticulture(with special focus on beans, mango and avocado), Aquaculture and Dairy produce. Activities under the result area inter alia include supporting upgrading, development, and upscaling of agricultural value chain-based training curricula under the ATVETs.

Under result area III the project seeks to increase the capacity of the private sector and the selected counties to implement and enforce standards on animal health, food safety and plant health. Activities under the result area II include translation of sanitary and phytosanitary regulations for value-chains supported under result area II into user-friendly sector guidelines, tools and practices for use by the sector; and training private and public sector (SPS); food and animal product safety requirements and supporting the development of quality management systems.

Counties are also supported in testing, surveillance, and enforcement of SPS regulations. Broadly, the project strengthens the capacities of value chain actors, bolstering commercial farming and improving food security. Generally, the programmes is expected to demonstrate the existing potential in the enhancement of food safety systems as well as the ATVET model in order to trigger investment from both the public (especially the counties) and the private sector.

In numerical terms, the programme intends to achieve the following results:

i. 4 curricula reviewed and Training and Learning guides developed, addressing food safety, animal and plant health.

ii. At least 13,000-value chain actors (drawn from 13 counties) trained in selected value chains

iii. 3,000 trained in SPS.

iv. At least 330 ToTs trained in both broad value chain curriculum as well as on SPS

v. 13 Counties strengthened with tailored capacity to enable them to establish and operationalize SPS enforcement systems.

Ultimately, the above is expected to increase productivity of the selected Value Chains, improve food safety systems and increase access to both local and export markets.

2.0. PURPOSE OF THE ASSIGNMENT

In reference to Result area II of the programme that seeks to strengthen the capacities of actors along selected value chains through ATVET system approach, the programme intends to train 435 ToTs from 13 counties on both broad value chain curriculum as well as on SPS. The ToTs will in turn train 13,000 Value Chain Actors (VCAs)

MESPT seeks to recruit a firm to develop and or provide a virtual platform that will be used to host and deliver virtual trainings for 435 ToTs.

3.0 REQUIREMENTS OF THE PLATFORM/QUALIFICATION AND COMPETENCIES OF THE FIRM

  1. The ideal platform should be robust and agile to allow the following functionalities: –

i. The platform should be able to handle the training of 435 ToTs concurrently ( Simultaneously) **

ii. Several trainings to be conducted at the same time**

iii. Capacity for break-out sessions during the training**

iv. Capacity to host training materials and enable accessibility to the materials by both trainees and trainers **

v. Perform analytics and provide real time M&E information **

vi. Be user friendly to enable ease of use of the system by the ToTs and value chain actors**

vii. Mobile accessibility of the platform should be accessible on both android operating system and Iphone Operating System (iOS)**

viii. The platform is required for the remaining 5 months beginning August.**

ix. The firm shall provide licensing requirements for the 435 ToTs who are required to access the platform in this case this will not be an annual subscription as the system will be used till end of December 2020**

  1. The platform provider should train the trainers (Central competent Authorities and food safety experts) on the use of the platform and be available to offer technical backstopping to the team during the delivery of the trainings.

4.0 Qualifications

The firm should be an Information Technology organization experienced in development of content management systems or information systems or delivering training platforms. At least 5 years in operation and is legally registered and compliant with all the legal obligations. They should at least have an experience in project management and management of agricultural projects using ICT systems. The desired team competency is at least comprised of a person in ICT, Project management, M&E and or agriculture specialist.

5.0 TIME FRAME BUDGET FOR THE TRAINING PLATFORM

The platform shall be used to deliver TOT and any other trainings as shall be agreed in the contract thereof for the period between September and December 2020.

6.0 OWNERSHIP OF THE VIRTUAL TRAINING PLATFORM

The ownership of the platform shall be for the service provider and MESPT shall have rights for utilization of the platform under the terms and conditions as signed on the contract. Under the ownership framework, the Service provider shall provide training of key training facilitators on the proper usage and other technical requirement for the delivery of training. The Owner shall provide constant support services throughout the period of the engagement. This will be to provide time for MESPT to setup its own training platform for the training of value chain actors.

The Financial Proposal and the Technical Proposal files MUST BE COMPLETELY SEPARATE and emailed separately through [email protected] and clearly named as either “TECHNICAL PROPOSAL” or “FINANCIAL PROPOSAL”. The subject of the email should clearly capture the tender number & description. The file with the “FINANCIAL PROPOSAL” must be encrypted with a password so that it cannot be opened nor viewed until the Proposal has been found to pass the technical evaluation stage. Once a Proposal has been found to be responsive by passing the technical evaluation stage, MESPT shall request via email the Proposer to submit the password to open the Financial Proposal.
