JOB CONTEXT :
The context in South Sudan is characterized by a contiguum between emergency and development with regular chronic crisis, periods of stability and period of massive emergency. HI present since 2006 has shifted in 2009 from the emergency department to the development one but remains active in both operational interventions.
At July 2018, the program includes a new MHPSS and inclusion project in Yei, Juba, Torit, and Yambio that will be launched in August 2018.
This project is a collaboration with the DFID Humanitarian and Resilience Program in South Sudan (HARISS) and the Evidence for Learning Facility for South Sudan (ELFSS). The aim of the HARISS program is to provide life-saving support to the men, women, and children of South Sudan and enable them to cope with the onset of new shocks. The aim of the ELFSS project is to ensure the proper collection, monitoring, and use of data for better program implementation. These two programs work side-by-side to ensure that quality programming reaches those that need it the most. The HI project will ensure that the most vulnerable individuals are able to access and benefit from these services.
The project seeks to reduce vulnerabilities and improve the resilience of the most vulnerable individuals, families and communities, including people with disabilities through promoting the access to community based Mental Health and Psychosocial Support interventions and ensuring disability-inclusive humanitarian strategies, data systems and assistance in the HARISS program in South Sudan. It will do this by addressing two urgent needs in South Sudan: the Mental Health and Psychosocial Support (MHPSS) needs of local communities, including Gender Based Violence (GBV) survivors, in three locations (Yei State in Yei County, Imatong State in Torit Country, Gbudwe State in Yambio County) and the needs of humanitarian stakeholders and affected communities to become more disability inclusive in the design, implementation, monitoring and evaluation of their humanitarian strategies and programs. The community based approach relies on the healing abilities of key actors of the community in order to restore broken social fabric and solidarity mechanisms, help connect with existing service providers. With this approach, HI also aims to promote the protection and equitable service access and participation of people with disabilities and other groups discriminated against by anchoring disability as a cross-cutting approach within all humanitarian responses and at all levels of intervention (strategic level to field level).
YOUR MISSION:
As MHPSS Technical Advisor, you have the overall responsibility for delivering and ensuring the quality of the MHPSS aspect of the HARISS project.
Under the responsibility of the Project Manager and in close cooperation with the rest of the HI team and related technical advisors, you are in charge of assessing and addressing the needs of GBV survivors, persons with disabilities, and persons with mental health and psychosocial problems, wounded persons and other vulnerable individuals exposed to violence in three locations (Yei State in Yei County, Imatong State in Torit Country, Gbudwe State in Yambio County). You are responsible for conduct training sessions and awareness raising actions targeting HI staff and other humanitarian actors on a MHPSS community- based approach.
You also work closely with the three site managers of the project team.
In this framework, you:
· Ensure the MHPSS technical support to the project in three sites (35%)
· Act as the focal point to coordinate MHPSS service provision with affected communities
· Assess capacity building & need analysis of HI staff and partners (35%)
· Take an active part in the recruitment of the MHPSS team
· Support lessons learnt & research implementation (10%)
· Participate to the coordination and networking with relevant structures; assure data reporting on the MHPSS activities of the DFID program (20%)
YOUR PROFILE :
· You hold a Master degree in Psychology; a degree in Clinical Psychology is desired.
· You have at least 3 years of experience in working with NGOs and civil society in developing and emergency interventions.
· You have experience of working on Mental Health and Psychosocial Support Community Based activities.
· A past experience in capacity building and clinical supervision is desired.
· You are at ease in participatory approach to work with community based organizations and local artists.
· You have a proven ability in mobilizing community networks, awareness raising and advocacy.
· You have excellent reporting skills (written and oral communication); English speaking is mandatory
· You have strong team management skills; you are patient and flexible.
· Arabic speaking is an added value.
CHARACTERISTICS OF THE POSITION :
· The position is based in Juba; regular field visits are planned between 3 locations (Yei, Torit and Yambio) where the HARISS project is deployed.
· The office and the guesthouse are in one compound in Juba (in the centre of town). The accommodation in Juba is simple but comfortable.
· A special system of R&R is in place with time for rest out of the country every 6 weeks.
CONDITIONS:
· Starting date : November, 1st 2018
· Length of the contract: 10 months (according to the recruitment process length; end of contract due to July, 30th 2019)
· Employee status, according to experience :
- Salary from 2031 € gross/month regarding the experience of the candidate
- Perdiem : 457€ net/month
- Hardship allowance : 500€ net/month

- R&R : 5 days every 6 weeks
