Context:

Under the direct supervision of the Chief of Mission (CoM) and in coordination with relevant Regional Thematic Specialists (RTS), Regional Health Assessment Programme Coordinator in West Africa and departments at Headquarters (HQ), the successful candidate will be responsible for the coordination, implementation and overall supervision of the Country Office’s (CO) migration health programming.

Partly funded by the European Union Trust Fund (EUTF), s/he will supervise the work of IOM The Gambia’s Migration Health Unit (MHU) and ensure compliance with administrative and programmatic procedures in coordinating project activities, monitoring financial budgets, and communicating with implementing partners, the United Nations (UN) system and government focal points in The Gambia.

Core Functions / Responsibilities:

  1. Supervise the CO’s Migration Health Unit (MHU), including the implementation of technical programming, monitoring financial expenditures and project budgets, the preparation of required reports, and the conduct of monitoring and evaluation activities.
  2. Organize and supervise the migration health assessment process to fulfil the technicalrequirements of resettlement countries.
  3. Contribute to the development and implementation of projects in new thematic areas,including Mental Health and Psycho-Social Support (MHPSS), health systems strengthening (HSS), health emergency preparation and response implementation and expansion.
  4. Liaise and coordinate with national and international health and development assistanceauthorities regarding the planning and response measures of public health interventions.
  5. Establish and maintain effective working relationships with national Ministries of Health andthe World Health Organization (WHO).
  6. Liaise with donors and other key partners (UN, state and non-state partners) and representIOM in fora dealing with migration health issues.
  7. Supervise Migration Health staff, conduct performance appraisals using the IOM StaffEvaluation System (SES), identify training needs of staff, and develop and deliver various professional in-house training.
  8. Identify opportunities for expanding migration health activities and programmes, including butnot limited to informing Gambia-based potential donors about IOM’s migration health work, responding to calls for proposals by drafting segments of project concept notes and proposals, and liaising with relevant technical working groups within the United Nations (UN) system and Ministry of Health to discuss identified project development opportunities.
  9. Maintain the confidentiality and security of migration health data, and contribute to fraudprevention.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Medicine from an accredited academic institution with five years of relevant professional experience; or

• University degree in Medicine from an accredited academic institution with seven years ofprofessional experience, or

• Vocational training or diploma in Community or Public Health, Medical Specialization inInfectious Diseases, Tropical Medicine or a related field is an asset.

Experience

• Working experience in the domain of medicine, four years of which is continuous clinicalexperience (either in clinical set-ups or immigration/resettlement medical examinations or health assessments);

• Experience on public health;

• Experience with team management/ supervision is required, preferably within the context ofimmigration/resettlement medical examinations;

• Experience in managing health assessment programmes of a significant size, management ofresources and personnel within migration health or public health projects;

• Experience in TB or other communicable disease control programmes among refugees andmigrants in an international organization, UN agency or hospital;

• Health sector working experience in Africa, especially in remote settings is an advantage;

• Experience in managing and implementing medical evacuations and escorts is an advantage;

• Experience in liaising with resettlement partners, international organizations, and healthservices providers is an advantage.

Skills

• In depth knowledge of the broad range of migration related subject areas, particularly healthdealt with by the Organization;

• Knowledge of UN and bilateral donor programming;

• Excellent computer skills, especially in MS Office applications such as MS Word, MS Excel,MS Access, Internet Explorer

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Wolof, Mandinka, French and/or Spanish is an advantage.
