Context

APOPO is an international mine action NGO with over 20 years’ experience in humanitarian mine action. APOPO is best known for its mine detection rats and dogs. Other mine action components that are typically integrated into APOPOs global mine action toolbox are manual demining teams and mechanical brush cutters. The situation on the ground in each country will, however determine the best composition of APOPOs capacity. Globally, APOPO has cleared and released over 25 million square metres of land and destroyed over 108,000 landmines and explosive items in five countries, helping almost one million people gain access to safe land for productive use.

Between 2006 and 2015 APOPO played a key role in demining Mozambique, which led to the country’s mine-free status in 2015. During this period, APOPO cleared parts of the same Zimbabwe border minefield that zigzagged into Mozambique. The Government of Zimbabwe has requested APOPO to clear the 37 km long CORSAN minefield in the Sengwe Wildlife Corridor. The minefield is located very remotely and forms the most southern part of the wider border minefields between Zimbabwe and Mozambique. Blast mines were laid in the minefield at a high density (approximately 5,500 mines per km). APOPO will also clear a 37 km long drag road next to the CORSAN.

Role

We are seeking to hire an experienced and highly motivated Program Manager (PM) for our Mine Action programme in Zimbabwe and to support to our programmes in Mozambique and Angola. The mine action programme in Zimbabwe needs to be operationalised as soon as possible. The PM will be based in Harare but the s/he should expect to visit the minefield in the Senge Corridor regularly and Mozambique/Angola occasionally, as required.

Requirements

The PM should have the following profile:

· Have a minimum of 10 years of mine action experience and 5 years of field experience

· Demonstrate excellent management and leadership skills

· Demonstrate excellent communication skills (government, donors partners, internally)

· Be fluent in English. Portuguese language skills are an advantage

· Bonus: Hold a relevant university degree (MSc or equivalent)

Key responsibilities

Implement and manage APOPO’s Mine Action strategies

· Implement the strategy in Zimbabwe and assist ongoing development/implementation of strategies in Mozambique and Angola;

· Develop and document strategies and an implementation plan in line with APOPO’s strategic goals;

· Actively engage in the search for funding for operations;

· Manage staff members who are working for the program;

· Manage the administrative and logistic aspects including budget of the project, in line with APOPO policies and procedures;

· Recruit local staff as required;

· Implement and fine tune tools, methodology and training modules for staff, including APOPO SOP’s.

Promote APOPO’s mine action activities

· Raise APOPO’s profile with stakeholders in Zimbabwe, Mozambique and Angola;

· Strengthen the existing networks with central and local authorities and liaise with new local partners and stakeholders;

· Ensure appropriate documentation of operational activities and regular reporting to the national authorities;

· Present APOPO’s work and concepts at conferences, workshops and other relevant fora;

· Liaise with current and potential stakeholders, operational partners and donors.

Be an active member of the APOPO management team

· Write and submit regular progress reports to the Head of Mine Action;

· Report any relevant information about the project and stakeholders;

· Participate in mine action management meetings;

· Provide input to the communications team in support of the website or general communications;

· Assist other APOPO projects when appropriate.
