Dimensions of Role
- Responsible for corporate system management (MIS dynamics, SAP, E&R tracker, programme library) and for data quality control in MER data bases
- Supports high quality MER through provision of information and learning from corporate systems
- Member of Country Office MER unit
- Does not line manage another person
- SAP systems compliance through data cleansing, training and support for grants, programme, procurement and finance modules
- Provide a dashboard for managing key KPIs on CO operations (both for support and programme functions)
Typical Responsibilities – Key End Results of Position
- Data analysis and innovation
- Establish ERP related metrics for CO performance management
- Coordinate, monitor, and triangulate large data for decision making
- Evaluate and analyze data, create solutions, communicate with a variety of stakeholders
- Apply best practices for effective communication and problem-solving
- Assure CO level preparedness for new ERP/systems roll-out
- Inform senior managers on key trends, risks and opportunities through contextualized SAP oversight reports
- Lead on system related innovation and solutions
- Availability of high quality data from corporate systems and data bases for planning and monitoring
Activities
- Support planning and monitoring of Country Programmes and projects through information generated from corporate systems and data bases
- Lead the development of data bases for indicator tracking in sponsorship and grant projects
- Support data base management for sponsorship and grants projects
- Develop and manage the Geographic Information System(s) for programme data
- Develop and manage the implementation of data collection with the numeric system
- Improved planning and data quality control in evaluation and research (E&R) projects
Activities
- Upload the CS, annual E&R plan, Evaluation reports, quarterly reports and others M&E after approval from programme management
- Control confidentiality, security, storage and destruction of data collected during E&R initiatives in line with the global E&R standards
- Update the annual E&R plan on a quarterly basis
- Provide regular reports on the PALS-tracker and programme library status
Dealing with Problems
Strong corporate system management is a pre-requisite to planning and monitoring of projects. Barriers that the MIS officer will have to deal with include:
- SAP is a purely output focused corporate system with clear limitations regarding data analysis opportunities.
- No existing system for data quality control and storage.
The MIS officer needs to
- Have a well-structured approach to data quality control and storage and
- Handle challenges related to SAP with pragmatism and flexibility.
Communications and Working Relationships
High level contact: Internal: the Country Office and PU level programme team, in particular the other members of the MER unit;
Medium level contact: the Country Office operations team
Low level contact: PET team at IH, the RO MER team.
Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives
Knowledge
- Knowledge of theories of child-rights programming and child protection (programmatic and safe-guarding)
- Demonstrated experience as a development professional in monitoring data in corporate systems
- Knowledge of Plan’s corporate systems: (SAP, programme library, E&R tracker)
- Knowledge in managing GIS
Qualification
- Bachelor degree in demography, measurement, planning, monitoring & evaluation, development studies, social sciences or other relevant field
- At least 2 years of experience in corporate system and data base management
Skills
- Advance knowledge in Microsoft Excel tool;
- Skills for the design, entry, and analysis of access table as well as for Microsoft word and PowerPoint
- In-depth experience of SAP and the data cleansing process
- Ability to deliver to tight deadlines
- Good active listening skills
- Solid writing skills both in French and in English (report writing etc.)
