Overall purpose of the role

The position of Protection Officer- Mixed Migration will lead the implementation, monitoring and reporting on activities of the mixed migration project in Somaliland. The project is focused on a) enhanced understanding of mixed movements trends and profile of populations of concern in Somaliland and the protection risks and trends, b) reduction in acute individual protection needs through direct response and referral and c) enhanced coordination and response mechanisms primarily in support of the MMTF.

The position is based in Hargeisa and involves travel to field location as well as extensive consultation with the Mixed Migration Center in Nairobi and engagement with MMTF members.

Responsibilities:

Coordination

Proactively support the coordination of the MMTF including activities including:

· The revision and update of the MMTF Referral/Response matrix;

· The revision and update of the MMTF Action Plan;

· Assess the possibilities for other international and national NGOs to join the MMTF;

· Support the preparation and organization of the MMTF meetings and completion of meeting minutes

· Preparation of the MMTF work-plans, reports and newsletter

· Sharing of relevant information among MMTF members

Project Management and Implementation

Lead Project implementation activities including:

· Conducting surveys and gathering relevant information related to refugees in Somaliland

· In collaborate with the MMC, support systematic data collection on mixed migration in Somaliland

· Identify the risks people on the move face, define the needs and ensure appropriate Individual Protection Assistance is provided, where necessary, institute referral to appropriate service providers.

· Awareness-raising of refugees and migrants’ rights, and available services to assist them

· Prepare project reports and submit to Program Manager in a timely manner.

· Establish and maintain efficient working relations with other agencies on Mixed Migration issues including MRC, government, NGOs etc.

· Draft correspondence, reports, electronic presentations and resource materials in both Somali and English as may be required

· Assist with the coordination and management of research initiatives in areas of interest related to mixed migration

· Assisting with support to capacity building and advice relation to mixed migration

· Any other duties as may be assigned by line manager

Education, qualification and technical competencies

· University degree (minimum) and preferably in International Law, Political Sciences or similar discipline from recognized university

· A minimum of 3 years of experience on Mixed Migration Programming in Somaliland.

· Excellent understanding of Protection Programming in humanitarian assistance

· A minimum of 3 years of project management

· A minimum of 3 years of experience in positions requiring planning, analysis and problem solving;

· An active knowledge of Somaliland and the socio-economic and political dynamics affecting it;

· Good understanding of use of MS applications- word, excel, power point etc.

· Strong analytical and report writing skills in English is essential;

· Comfortable working against set objectives with some degree autonomy when required

and able to act with initiative;

· Effectively communicates with staff at all level

· Should be very innovative and seeks solutions to challenges affecting project implementation

· Thrives in a multicultural environment and conditions of transparency and active team work;

· Ability to perform a series of tasks requiring the application of specialized and general skills;

· Spoken and written English and Somali is required

· Report writing skills

· Basic skills on other languages such as Arabic, Amharic is an asset

Duration: 10 Month contract.

Contract: This position is graded as G5 (NM-H) for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.

Coordination & Operational Services: Coordination and management of refugee and IDP camps, active participation in UN cluster coordination, humanitarian surveys and studies, facilitation of NGO Networks focused on displacement solutions, capacity development, training and support to local NGOs, secondment of experts to UN emergency operations worldwide

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.
