GIZ- Social and economic reintegration of ex-combatants and conflict-affected groups in Ethiopia

 

The project “Social and economic reintegration of ex-combatants and conflict-affected groups in Ethiopia” responds to the request of the Prime Minister of Ethiopia to the Federal Government of Germany to support the reintegration of disarmed and demobilized ex-combatants. The promise of reintegration support for former insurgent groups is part of the Ethiopian Government’s peace initiative. Supporting the Government in delivering on that promise, and helping the members of these insurgent groups to regain a civilian life therefore contributes to maintaining the momentum of the peace initiative. Derived thereof, the main objective of the project is ex-combatants from Ethiopian resistance groups receive effective support to promote their social and economic reintegration. The methodological approach of GIZ’s technical support is to strengthen the capacities of the government and relevant national and regional institutions to deliver on the promise of reintegration support, while extending individual capacity building support to ex-combatants.

The project is broken down in three fields of activity:

(1) improving the capacities of the governmental Project Office for Reintegration and its regional counterparts, including the development of standards, procedures and implementation strategies;

(2) supporting the social reintegration of ex-combatants through an Information, Counselling and Referral System (ICRS);

(3) supporting the professional reintegration of ex-combatants through life skills and vocational training, as well as technical assistance in entering the labor market.

Responsibilities

The M&E Advisor is responsible for

  • Monitoring and Evaluation (M&E) of project implementation
  • Supporting the main partner of the project, the Project Office for Reintegration in strengthening its M&E system
  • Collecting numbers, data and facts for reporting and conducting research

Tasks

The M&E Advisor performs the following tasks:

Monitoring and Evaluation 70%

  • develops, updates and modifies the monitoring and evaluation system of the project, following GIZ standards, rules and regulations
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives together with implementation partners
  • manages the data collection process with implementation partners and conducts regular analysis of the data collected
  • supports the main partner of the project, the Project Office for Reintegration, in strengthening its M&E system
  • prepares for and concludes all M&E-related service and procurement contracts in accordance with rules and regulations
  • keeps the project manager updated about the M&E status, including deliverables, deadlines, and any other concerns
  • prepares and presents reports for the attention of the main stakeholders
  • updates GIZ’s digital monitoring tool
  • guarantees compliance with and, if necessary, develops rules and regulations for M&E data protection

Research and Reporting 20%

  • conducts continuous research and media monitoring and provides regular briefings and written reports with a focus on political assessment of the environment of the reintegration process, conflict sensitivity and do-no-harm
  • collects, evaluates and analyses data for an assessment of the background, the situation and needs of the target group
  • conducts field missions for research and follow-up
  • provides input to various project publications including fact sheets, brochures, semi-annual reports, presentation
  • supports media and communication activities of the project, ensuring conflict-sensitive handling of numbers and data

General Support 10%

  • Translates work-related documents and provides interpretation services if necessary
  • performs other duties and tasks at the request of management
  • adheres to/assists in implementing GIZ corporate principles, procedures and systems, and ensures compliance with Processes and Rules (P+R)

Job Requirements

Required qualifications, competences and experience

Qualifications

 University degree in an area of business administration, social sciences or any relevant field related to the project objectives

Professional experience

  • At least 5 years’ professional experience in the field of monitoring and evaluation
  • Experience in an area related to the project’s activities is a strong asset

Other knowledge, additional competences

  • Fluency in English, Oromifa and Amharic required; German is an asset
  • Excellent writing and presentation skills
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Willingness to travel across the Country
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Strong interpersonal skills and team spirit
