MONITORING AND EVALUATION COORDINATOR

INTRODUCTION

The Ethiopian Center for Disability and Development (ECDD) Association was established and registered with the Ministry of Justice in December 2005.  ECDD was re-registered and accorded legal personality with registry no. 0321 on 17 May 2019 as a local organization in accordance with the Civil Society Organization Proclamation Number 1113/2019. ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs.

 

GENERAL DESCRIPTION

The main responsibility of the ECDD Monitoring and Evaluation (M&E) Coordinator is to ensure the implementation of the ECDD organizational M&E system, and to coordinate performance report compilation and submission to government and partner organizations in a timely manner. The M&E Coordinator oversees the management of the M&E activities of ECDD projects, and supports project data collection, management, and analysis by ECDD staff.  The M&E Coordinator directs and supervises the work of ECDD M&E Officers in the Head Office and Regional Offices, providing technical support and training as required.

DESCRIPTION OF TASKS

Reporting to the ECDD Executive Director, the M&E Coordinator is responsible to:

1.    Direct and support implementation of the ECDD M&E system

2.    Prepare and follow-up implementation of the annual ECDD M&E plan

3.    Design and support the conduct of project baseline surveys, and midterm and terminal evaluations

4.    Develop project specific data-gathering tools along with corresponding guidelines, and ensure that M&E Officers and project staff apply the tools

5.    Participate in the preparation of project operational agreements with relevant federal ministries and regional government bureaus

6.    Prepare and submit an organizational annual plan and periodic performance reports to federal ministries and regional government bureaus

7.    Initiate and facilitate joint midterm and terminal project evaluations with government and project signatories

8.    Assist Project Officers to prepare and submit town level project performance reports periodically to government signatories

9.    Provide technical assistance to partners, including sub-grantees, to ensure their understanding of project indicators and appropriate reporting procedures, and the use of ECDD project data collection, monitoring and reporting tools

10. Establish and manage an organizational M&E database with the ECDD IT Officer

11. Organize periodic project review meetings with M&E Officers in order to identify gaps and solutions for effective project M&E implementation

  1. Compile and analyze data from each project and present recommendations to the Program Director for improvements in project implementation
  2. Compile quarterly and annual internal M&E reports and submit to the ECDD Program Director

14. Supervise Head Office and Regional Office M&E Officers

  1. Undertake such other duties as assigned by the ECDD Executive Director and/or the ECDD Program Director.

Job Requirements

Required qualifications:

  1. Education – MA/BA degree in statistics or other related fields
  2. Professional experience – minimum 5/7 years of relevant experience in monitoring and evaluation of donor-funded projects
  3. Previous professional experience working with persons with disabilities desirable
  4. Excellent interpersonal relationships and teamwork
  5. Excellent communication skills
  6. Able and willing to travel frequently to the project intervention areas
  7. Competence in the use of computer applications
  8. Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also desirable.

In 2005 several individuals in Ethiopia came together to discuss how to address the challenge of more effectively meeting the needs of persons with disabilities in Ethiopia, and ensuring their access to mainstream service delivery as well as development programs. They decided to create a new type of Ethiopian organization, one that would promote and facilitate disability inclusion, but not by providing disability or rehabilitation services to individuals. They decided to create an organization that would reflect, in its structure and programs, certain core values: majority governance by persons with disabilities and family members, gender equality, and positive bias (affirmative action) in the employment of staff. Finally, rather than create a membership organization of persons with disabilities, they decided to create an association composed of prominent individuals, both professionals with and without disabilities, 50% women, reflecting different aspects of society.

Thus the Ethiopian Center for Disability and Development (ECDD) was born and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was re-registered by the Charities and Societies Agency on 6 December 2012, as an Ethiopian Residents Charity, Registration No. 0321. By 2012 ECDD Association membership had grown to over 60 members and its staff had increased to 18 full-time employees, over half of whom are persons with disabilities.Today ECDD has a staff of 42 persons with branch offices in Mekele, Tigray Region and in Hawassa in Southern Nations, Nationalities and Peoples’ Regional State, and Local Disability Advisors in Afar, Somali and Oromo Regional States.
