Opportunity:
Abt Associates seeks a Monitoring, Evaluation and Learning Director to lead and manage a robust approach to MEL on a large, complex health project in Zambia. The MEL Director will work primarily on the USAID-funded Reproductive, Maternal, Newborn, Child and Adolescent Health and Nutrition (RMNCAH&N) Continuum of Care Technical Assistance Activity (CoC TA) project. This project will contribute to a strengthened public health system in Zambia that is better able to deliver quality RMNCAH&N services in four provinces, while building capacity of the government at national, provincial and other levels to engage with communities on health.
The MEL Director will support the implementation of learning-focused M&E at the central, provincial, district and community levels, ensure high quality knowledge management and evidence translation, and lead a rigorous approach to use of information to improve performance. Strong experience in managing, and implementing MEL, staff capacity building, excellent data analysis and writing skills are important.
Key Roles and Responsibilities:
- Lead the design, implementation and management of a learning-focused approach to monitoring and evaluation
- Ensure MEL plan is high quality, responsive to overall program objectives, provides meaningful information to inform program decisions, and is appropriately resourced
- Oversees the implementation of MEL and Knowledge Management over the life of the project
- Works with Knowledge Management (KM) Specialist to conceptualize KM processes, tools, and activities that would include M&E data, periodic reviews of other project documentation to facilitate collaborative learning
- Works with Implementation Science Specialist to develop learning agenda
- Oversees the implementation of learning agenda
- In collaboration with technical staff, support programmatic decision-making at national, provincial and other levels through data analysis, reporting and communication of program learnings across multiple countries
- Provides overall quality assurance and oversight to all M&E, research, KM, and learning deliverables
- Supervises the MEL team
Preferred Skills / Prerequisites:
- Graduate degree in public health, statistics, epidemiology, or related field, PhD preferred
- At least 12 years of experience with Master’s Degree, 8 years of experience with PhD, in MEL of health donor-funded health projects, preferably with some experience with RMNCAH&N
- Experience must include senior-level and leadership position within MEL
- Good strategic thinker, ability to translate project management information needs into effective and efficient strategies and systems
- Proficiency with statistical software used for data analysis, such as SPSS, SAS, EpiInfo
- Ability to lead teams to effectively implement MEL plan
- Excellent English writing skills
