MONITORING AND EVALUATION OFFICER

INTRODUCTION

The Ethiopian Center for Disability and Development (ECDD) Association was established and registered with the Ministry of Justice in December 2005.  ECDD was re-registered and accorded legal personality with registry no. 0321 on 17 May 2019 as a local organization in accordance with the Civil Society Organization Proclamation Number 1113/2019. ECDD works collaboratively with other organizations to promote and facilitate “disability-inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs.

 

GENERAL DESCRIPTION

The main responsibility of the ECDD Monitoring and Evaluation (M&E) Officer is to help ensure that the ECDD M&E plan and system is implemented and used by ECDD project staff to meet their reporting requirements and to provide meaningful and timely data for use in ECDD program management. The M&E Officer oversees the management of the M&E activities of ECDD projects and supports project data collection, management, and analysis by ECDD staff.  The Officer plans and implements M&E-related capacity-building activities for ECDD project staff in order to improve M&E-related practices. The Officer is a member of the ECDD M&E Team but is expected to work independently to ensure the ongoing quality and timeliness of reporting on project activities. The M&E Officer based in the ECDD Head Office works closely with and supports other ECDD M&E Officers based in regional coordination offices.

DESCRIPTION OF TASKS

Reporting to the ECDD M&E Coordinator, the M&E Officer is responsible to:

  1. Support ECDD project staff to implement their project M&E activities
  2. Facilitate review of the progress of project activities on a monthly basis and engage in problem-solving and remedial actions
  3. Help identify potential implementation problems and bottlenecks and recommend appropriate strategies to address them
  4. Prepare and maintain a timetable of when project quarterly and annual reports are required by government and donor partners
  5. Collect and review project quarterly and annual narrative project progress reports from Project Coordinators and Officers and follow up the timely submission to government bureaus and donor partners
  6. Work with Project Coordinators and Officers to link the ECDD M&E Plan with the work plan activities of each project
  7. Provide technical guidance for the implementation of the ECDD M&E Plan, through training and other support
  8. Support the system for periodic internal data quality assessments (DQAs), and coordinate external DQAs as required by a donor
  9. Monitor project activities against the project-specific M&E frameworks
  10. Undertake periodic field visits to projects to assess data collection efforts and quality of data collected
  11. Compile and analyze data from each projects’ technical areas and support the M&E Coordinator in presenting recommendations to the Program Director for improvements in project implementation
  12. Draft plans for project baseline, mid-term and final evaluations in collaboration with the respective Project Coordinators and Officers
  13. Produce written documentation to highlight good practices, and what ‘works’ in a particular context
  14. Represent ECDD M & E interests at meetings with stakeholders, including government and non-government partners, and donor agencies
  15. Participate in annual staff performance assessments, goal setting, and supporting professional development of staff
  16. Undertake such other duties as assigned by the M&E Coordinator.

Job Requirements

Required qualifications:

  1. Education –MA/BA degree in statistics or other related fields
  2. Professional experience – minimum 2/4 years of relevant experience in monitoring and evaluation of donor-funded projects
  3. Previous professional experience working with persons with disabilities desirable
  4. Excellent interpersonal relationships and teamwork
  5. Excellent communication skills
  6. Able and willing to travel frequently to the project intervention areas
  7. Competence in the use of computer applications
  8. Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also desirable.

In 2005 several individuals in Ethiopia came together to discuss how to address the challenge of more effectively meeting the needs of persons with disabilities in Ethiopia, and ensuring their access to mainstream service delivery as well as development programs. They decided to create a new type of Ethiopian organization, one that would promote and facilitate disability inclusion, but not by providing disability or rehabilitation services to individuals. They decided to create an organization that would reflect, in its structure and programs, certain core values: majority governance by persons with disabilities and family members, gender equality, and positive bias (affirmative action) in the employment of staff. Finally, rather than create a membership organization of persons with disabilities, they decided to create an association composed of prominent individuals, both professionals with and without disabilities, 50% women, reflecting different aspects of society.

Thus the Ethiopian Center for Disability and Development (ECDD) was born and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was re-registered by the Charities and Societies Agency on 6 December 2012, as an Ethiopian Residents Charity, Registration No. 0321. By 2012 ECDD Association membership had grown to over 60 members and its staff had increased to 18 full-time employees, over half of whom are persons with disabilities.Today ECDD has a staff of 42 persons with branch offices in Mekele, Tigray Region and in Hawassa in Southern Nations, Nationalities and Peoples’ Regional State, and Local Disability Advisors in Afar, Somali and Oromo Regional States.
