Position:   M&E Officer

Reports to:  M&E Coordinator

Supervision of:  Community Mobilisation Officer, Incentive workers

Duty station: Gambella Refugee Camps

Role and responsibilities

The Monitoring and Evaluation Officer is responsible for supporting the M&E Coordinator in implementing M&E systems and activities through data management (data entry, collection, analysis, interpretation and reporting), developing, updating and maintaining databases and proper documentation. The job holder will be responsible for documentation and sharing of key learning for the improvement of the different projects.

Generic responsibilities:

  • Ensure compliance with country- and regional M&E framework and tools, and NRC handbooks, guidelines and standards, and ensure implementation M&E systems in Gambella area, including M&E SOPs, guidance and tools;
  • Support programme staff in planning and executing M&E, including data collection methodology and tools, and data management, analysis and use;
  • Promote and share ideas for improvement of implemented projects.
  • Support effective implementation of the M&E systems, including; digital data gathering, data quality management, routine data quality assessment (including data validation, follow up and post implementation monitoring);
  • Ensure proper filing of documents;
  • Ensure timely and accurate reporting as per NRC and other stakeholders’ requirements and expectations.
  • Ensure adherence with NRC policies, tools, handbooks and guidelines;

 Specific responsibilities:

  • Collect, document and compile data for indicator tracking sheets, PCM tracker and other regular M&E reports, and ensure timely submission;
  • Undertake regular field visits to monitor project activities/performance and provide technical support to project implementation teams and feedback to programme team through communicating M&E findings
  • Monitor and support beneficiary verification processes to ensure adherence to eligibility criteria
  • Support periodic assessments and surveys such as need assessments, baselines, PDM, outcome monitoring surveys, midterm and end line evaluation of projects/programs
  • Conduct regular data verification and audit on beneficiary data to assess the quality of data reported and address any inconsistencies identified
  • Support in reviewing project proposals and provide inputs for project target setting and logical framework development;
  • Support the development of standard M&E tools (forms, templates, questionnaires, checklists, etc.) necessary to collect data and track progress of indicators at output, outcome and impact level
  • Assist in developing and implementing strategies (framework and tools) to ensure quality and consistent information is available on program performance and impact
  • Support enumerator identification/selection and training for quantitative data collection at refugee camps and host community level.
  • Ensure the quality of survey or quantitative data collection at field level by closely following up proper use of mobile devices for data collection, reviewing sample responses of HHs and making mobile devices ready for field work/data collection by charging them fully,
  • Assist the M&E Coordinator and program team in data collection, entry, cleaning, analysis and report write-up
  • Establish/strengthen the implementation of complaint response mechanism (CRM) at camp level and ensure its functionality by closely working with the project team. Collect, identify and communicate complaints received through various channels to responsible project staffs, CCs or bodies which thereafter requires follow up and communicating responses back to the complainant. For later follow-ups
  • Support camp or community level capacity building efforts for committee, community reference group (CRR) and others as part of strengthening feedback and response mechanism
  • Assist in identifying lessons learned and developing case studies to capture qualitative results brought about by project interventions
  • Ensure proper filing of documents online (Office365) and in hardcopies;
  • Any other duties that may develop over the duration of the contract and assigned by the line manager.

Job Requirements

Generic professional competencies:

  • BA/MA/MSc. in Economics, Statistics, Social Sciences, Rural Development or other relevant discipline combined with professional experience in implementation of M&E activities
  • At least 4 years’ of experience for BA and 3 years for MA/MSc working on M&E in humanitarian context, preferably with multisector and integrated programmes.
  • Experience with principles and current approaches to monitoring and evaluation in emergency response and/or development programs, using both quantitative and qualitative methods
  • Documented results related to the position’s responsibilities
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access);
  • Previous experience from working in complex and volatile contexts
  • Fluency in English, both written and verbal

  • Political and cultural awareness
  • Knowledge of local Language (Nuer, Amharic)
  • Understanding of various donor’s requirement
