WVE is looking for persons who fulfill the following qualifications.

 Major Responsibilities

Extend adequate support to ORDA, CARE and WVE M&E teams to effectively and innovatively implement Project M&E/ PM&E systems,

–        Plays significant coordination role implementing complex MEL systems of SPIR Project across three organizations/implementing partners (IPs) who members of the SPIR consortium (CARE, ORDA and WV),

–        Introduce innovations in the SPIR M&E system, design and implement routine, process and outcome monitoring plans and tools and collect data by applying both quantitative and qualitative approaches,

–        Support the implementation of  the complex SPIR MIS by closely working with SPIR MEL team (specially with database management specialist), across all IP M&E staff  so as to enable the smooth flow and management of M&E data and its visualization, and in having all back-up, all back-bone data, & refined products,

–        Assist in both offline and on-line data updating and management

–        Support in implementation quality monitoring across diverse IPs (i.e., in monitoring quality of project implementation at regular interval),

–        Support regional/implementing partner and field level M&E team to collect routine monitoring data with the required quality and standard and conduct surveys; data analysis and interpretations for various reporting and programmatic requirements,

–        Leading assessments of innovative pilot initiatives introduced by SPIR

–        Document and share critical findings with the regional teams and purpose technical team members on a regular basis,

–        Based on M&E findings and data from MIS, he/she will work closely with technical and regional teams to analyze and review data to get better insight and resolve issue in a quicker manner

–        Prepare periodic reports (annual results reports and quarterly report) and learning documentation

 

 

Ensure Data Quality Assurance and Data Quality Assessment (DQA) and adhere with USAID M&E requirements

–        Systematically select variables, areas and process for internal data quality assessment (DQA) in consultation with MEL Manager,

–        In a regular fashion conduct systematic internal data quality assessment to meet the donor DQA requirements following guidance and share key findings;

–        Ensure that all implementing partners follow the PIRS and other guidance

–        Coordinate with partners M&E staff for data quality and data accuracy following the guidelines within the line of authority

–        Sample monitoring of FDP, VESA, FFBS and food ration recipients

Data processing, accumulation and reporting and offer innovation in the arena of greater M&E

–        Contribute in project reporting and ad hock requirement as and when needed,

–        Synchronize M&E learning, strength and challenges,

–        Play a vital role in managing periodic sample survey data analysis process in compliance with FTF sampling Guide, Performance Indicator Reference Sheet (PIRS) as well as FFP/USAID requirement,

–        Develop and organize raw data and the cleaned data, syntax and output files with all of the computed variables both in SPSS and STATA

–        Develop and preserve variable transformations Stata file, sampling weights, data dictionary code book, edit rule for cleaning data etc.

–        Provide authentic data/ inputs required to prepare quarterly reports, ARR and PREP and updating IPTT matrix, PIRS, PPR, SAPQ

Capacity enhancement of M&E team

–        Conduct intensive field visit (40% of time) and understand partners requirement and map the strengths and gaps of M&E functions and programmatic interventions

–        Assist partners M&E teams and provide hands on orientation to establish a better routine monitoring and process monitoring system in place

–        Provide MEL capacity building support (in terms of M&E skills, implementation of the M&E plan, tools and systems) to ORDA, CARE and WVE field level M&E and project staff,

–        Facilitate capacity building events, which can be in the form of training, cross/exposure visit, etc.

–        Participate and link other relevant colleagues in various learning events (physically or virtually), e-learning

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

–        Masters Degree in Statistics, Economics, Development Studies and related fields

–        7 years’ of solid experience in an international NGO program/project planning, monitoring, evaluation and learning with expertise in M&E,

–        Proven experience in using IPTT, PIRS and other USAID MEL tools and processes,

–        Good presentation, effective communication, networking and partnering skills.

–        Highly skilled in statistical data analysis using computer packages like SPSS, STATA, Epi-info, MS-Excel MS-Access, and very much skilled in the use of MS-Word,

–        A strong aptitude for organizational change, innovation, learning, team building

Other Competencies/Attributes:

–        Strong experience in designing and implementation of complex and innovative MEL system, tools and processes and in quantitative and qualitative data processing and analysis,

–        MEL capacity building and providing MEL support to diverse program/project team,

Working Environment / Conditions:

The position requires ability and willingness to travel domestically up to 40 % of the time
