Primary Purpose:

The Monitoring, Evaluation, Accountability, and Learning Manager provides strategic, technical, and operational leadership of the MEAL function. The role supports the independent monitoring, evaluation and accountability and enhance the overall quality and impact of CWS projects. The role supports evidence-based contextual analysis, strategic planning and implementation, decision making, performance management and risk management for learning and improvement. The MEAL Manager will provide the technical support to the design of methodologies and tools to ensure the availability of clear and accurate information at the program/project level. The MEAL Manager will provide technical support to the program and build capacity in the country Mission through strengthening learning and knowledge sharing across CWS and its implementing partners. The role holder will also support in project development including the preparation and management of the MEAL budget, and project design

Essential Duties:

CWS’s policies, guidelines, and procedures

  • Develop a MEAL system for all program activities in coordination with the program leadership.
  • Support managers with adapting MEAL best practices within their departments.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors.

Monitoring and Evaluation

  • Ensure all CWS projects have a MEAL framework and plan with clear output and outcome indicators
  • Ensure that the organization delivers on all internal and external MEAL requirements in a timely manner and with high quality information.
  • Strengthen the MEAL systems and processes to assure achievement and progress towards project objectives and outcomes.
  • Conduct regular site visits or when required to monitor service provision and ensure data quality
  • Implement MEAL activities in close coordination with the Case Processing and Field Processing Coordinators.
  • Provide technical assistance and quality assurance to MEAL Unit staff (including but not limited to the design of MEAL plans, data collection tools, monitoring work plans, data management and analysis) to ensure the MEAL Unit adequately supports programs
  • Ensure that all programs are designed and implemented in accordance with international standards
  • Ensure that monthly quantitative data analysis is shared with relevant stakeholders to inform program design and review example (Safety Audit, advocacy activities etc.)
  • Present program M&E, research, and learning to management and the program team in a way that influences decision-makers and promotes adaptations from learning.

Accountability & Participation

  • Develop and sustain a quarterly report on all MEAL activities across the organization.

Technical supervision, performance management and capacity building of staff

  • Provide technical and administrative supervision of MEAL staff and consultants
  • Provide motivation, guidance, and MEAL technical support to CWS team.
  • Identify training needs of staff and conduct trainings to address the capacity gaps, in collaboration with their line-manager and the human resources department
  • Contribute to performance development of staff within the CWS team, in cooperation and collaboration with their line-manager and the human resources department through coaching, mentoring and other development opportunities; – recognition and rewards for outstanding performance; – documentation of unsatisfactory performances with appropriate tools.

Qualifications:

Experience:

  • Minimum eight (8) years total work experience
  • A minimum of 6 years’ experience of undertaking a MEAL related role in a humanitarian context.
  • Two (2) years direct supervisory experience, with responsibility for capacity building: training and coaching staff
  • Experience with software for data management
  • Experience writing donor proposals and reports
  • Experience working in a multicultural environment

Skills:

  • Statistical analysis
  • Knowledge of open data source software for data management and analysis
  • Proficiency in research
  • Details oriented

Education & Certifications:

Bachelor’s Degree in social sciences or a related subject required (or 4 years of work experience in lieu of a bachelor’s degree)

Master’s Degree is preferred
