Roles and Responsibilities

  • Actively involve and support project staffs during preparation of annual plans, biannual revisions and quarter plans to make sure that the plan is realistic, complete and comply with agreed policies & HO requirements.
  • Actively review project activity plans (annual, quarter), follow for the timely submission of project activity annual and quarter plans.
  • Undertake monthly and quarterly projects performance reviews and provide feedback to Country Director to regularly monitor implementation of planned activities.
  • Contribute to the development of projects by advising on appropriate theories of change, log frames, measurable outcomes and indicators;
  • Maintain and keep under review current monitoring, evaluation and institutional learning systems and processes, proposing changes where appropriate;
  • Advise on best practice for evaluation, measurement of results and value for money.
  • Carry out internal evaluations to measure the effectiveness and impact of projects and manage external evaluations in liaison with the Country Director, project manager and other AKF staff;
  • Develop the capacity of staff in Kenya in the monitoring and evaluation of programs and projects;
  • Analyze data in developing methodologies to provide an evidence base for the measurement of results and to demonstrate results more clearly;
  • Follow up with teams to provide data/feeds and pictures from the field which is needed for the development of success stories- ideally 1 story every month, and share it with the team to develop success stories
  • Track project progress, performance, joint monitoring and data quality assessments which aim to track progresses, identify problems, support project staffs, extract lessons, and provide feedback and information for decision making.
  • Ensure intensive utilization of M&E tools by projects to monitor progress, evaluate performance and share reliable data for decision makers, developing M&E tools for new projects, and conducting regular supportive supervision.
  • Compile and submit monthly, quarterly and annual reports with the CD; Review quarter/biannual/annual reports and provide inputs, information and statistics i.e
  • Develop systems and tools to enhance the quality of the project.
  • Thoroughly review and compile projects’ reports to ensure quality of report to be submitted to Donor, HQ, or partner. Provide constructive feedback and comments for further clarification.
  • Follow up with the project staff to ensure reports are being submitted within the agreed time and with the agreed reporting template and with the required quality.
  • Review and compile project achievements on quarterly bases and check and make sure that the monthly tracking sheets are correctly filled.
  • Prepare M & E tools for the newly started project and revise as needed.
  • Archive soft and hard copies of project M & E documents and update them regularly.
  • Identify lessons learned and assist the project team in developing case stories/studies to capture qualitative outputs of the project.
  • Document project documents and lessons learnt; Ensure documentation of project profiles (Basic project profile, agreements, reports, evaluation reports, research reports, etc.).
  • Conduct joint periodic monitoring and supportive supervisions at field level to track progresses, identify problems, support project staffs, and extract lessons and to provide feedback.
  • Regular supportive supervision of projects-audit of data on selected indicators;
  • Initiate project evaluation as per approved plan,
  • Undertake technical review of the TOR in line with the project log frame
  • Develop TOR for project evaluation if taken by the consultants.
  • Conduct rapid project performance assessment – technical review of the proposal in line with the project log frame and send to CD.
  • Take the leading role in evaluation and research activities of the project conducted to enhance implementation of projects (including TOR development, data collection tools, review of evaluations reports and selecting consultants) and conducting surveys.
  • Facilitate donor agreements, partner meetings; Facilitate letters for partners and other administrative issues as requested by CD.
  • Facilitate the process of project agreements with partner organization (Government offices); Develop the project proposal and agreement in line with the government format, prepare letters, communicate with the regional government and submit the proposal, made follow ups, incorporate comments and re-submit the agreement and proposal, follow and ensure for the final signing of the agreement.
  • Perform other relevant tasks as required.

Job Requirements

  • Minimum of BA/BSc Degree in Project management, Social Science, M&E or relevant disciplines
  • Minimum 3 years working experience of monitoring project in particular humanitarian and developmental projects/programs in Kenya/Horn of Africa
  • Competence to guide research staff in the design of uptake-oriented social/project management research in government and/or humanitarian organizations
  • At least 3 years of demonstrated experience in M&E and learning, preferably on INGOs or donor-funded programs in Kenya/Africa
  • Experience of developing theories of change, log frames, indicators and outcome/impact measurement- essential
  • Experience of monitoring and evaluating programmes/projects-essential
  • Experience in quantitative and qualitative data analysis –essential
  • Experience of writing and presenting reports and briefings–essential
  • Experience of designing systems and tools–essential
  • Experience of training and mentoring staff–essential
  • Knowledge of current good practice in MEL methodologies–essential
  • Trainings in Project Management, Monitoring and Evaluation, Database management, etc. is preferred
  • Physical fitness and willingness to trek to remote project sites is essential

  • Fluency in written and spoken English as well as a critical eye for editing and grammar and ability to handle multiple tasks simultaneously – essential
  • Demonstrable experience and skills in the use of software programs such as MS Word, PowerPoint, Excel, database programs, the internet, electronic media etc;
  • Effective organizational skills for handling work in a timely manner, and ability to coordinate tasks to meet deadlines- essential
  • Prior NGO experience is required.
