PURPOSE OF POSITION:

The German Federal Ministry of Economic Cooperation and Development (BMZ) through KfW awarded a EUR 10,000,000.00 grant to World Vision for the implementation of a three-year project titled ‘The South Darfur Livelihoods and Agricultural Infrastructure Development Project’ (LAID) in Sudan. The KfW grant is implemented with a co-financing of EUR 500,000.00 from WV Germany bringing the total project funding to EUR 10,500,00.00.

The aim of the project is to contribute to increased stability and economic well-being of approximately 36,000 conflict affected households and vulnerable communities in South Darfur State of Sudan. This shall be achieved by an increased access of the project beneficiaries to diversified sources of livelihoods and employment opportunities, the provision of infrastructure for agricultural and livestock production.

In this regard, World Vision is seeking a qualified and experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Manager with expertise in monitoring and evaluating complex (multi-partner, multi sectorial) development projects in fragile context.

The MEAL Manager will have the overall responsibility of monitoring progress of the project towards achieving the intended impact. He/she will be responsible for developing an M&E system for the project and data collection, accountability and learning tools. The post holder will also be tasked to develop a remote monitoring system for the project, in particular related to its infrastructure components. As such, certain affinity to technology and innovative web-based monitoring tools is expected of the incumbent. Last but not least, the selected candidate will be expected to be an influential and effective team player, managing for results with keenness on accountability including reporting to the donor and World Vision.

MAJOR RESPONSIBILITIES:

Monitoring, Evaluation, Accountability and Learning:

• In collaboration with the Chief of Party, provide overall leadership, technical oversight and direction on all matters of MEAL activities, tools development, routine monitoring, reporting and analysis.
• The MEAL Manager will develop and manage monitoring, evaluation, accountability learning and reporting approach and strategy for the LAID Project in line with donor requirements and World Vision MEAL policy. Establish MEAL systems and web based data collection efforts in collaboration with key stakeholders to ensure a process of evidence-based learning that improves understanding while strengthening local capacity, institutional development and sustainability of infrastructure and livelihood activities.
• The MEAL Manager will be responsible for ensuring that monitoring and reporting of all project activities and outcomes are in place, effectively implemented and well synchronized between project locations within the five localities of Nyala, Kass, Kubum, Ed El Fursan and Reheed El Birdi locations and project components. The selected candidate will also be responsible for ensuring that monitoring and evaluation systems are compatible and in compliance with World Vision corporate monitoring and evaluation systems as well as KfW guidelines and systems.
• In collaboration with the World Vision Sudan Monitoring, Evaluation, Accountability and Learning Advisor, conducts periodic monitoring to ensure quality control and consistency with World Vision’s organization wide reporting requirements.
• Review data collected by field based -project staff and community agents working within all the Intermediate Results, outputs and outcomes and ascertain the quality of the data.
• Take lead in validating and updating the project results matrix and guide the data analysis and preparation of quarterly Reports in line with the donors’ reporting requirements.
• Integrate gender analysis into the MEAL system both quantitatively and qualitatively; collect and report data disaggregated by gender; and ensure that all focus groups, interviews and surveys for project activities include a significant female sample size, not less 52% female.
• Provide specific mentoring guidance and direction during baseline and final evaluations periods of the project cycle and investigate opportunities for pilot initiatives or special studies and collaborations with research institutions and Universities.
• Guide the process for identifying key learning questions and parameters for monitoring project performance and comparing with targets and spearhead the overall project learning agenda through quarterly reviews, reflection and planning sessions.
• Guide or carry out all quarterly or annual surveys as deemed appropriate in line with the recommendations/findings of baseline study to inform the project’s results matrix.

KNOWLEDGE, SKILLS & ABILITIES:

• Demonstrated expertise, proven knowledge and experience in web-based and remote monitoring on complex livelihoods and agriculture infrastructure projects, excellent knowledge of project database and data quality management is required.
• Demonstration of professional competency, mastery of monitoring and evaluation techniques and methodologies, conscientious and efficiency in meeting commitments, observing deadlines and achieving results with impeccable level of integrity and motivation by strong professional acumen.
• Must have ability to show persistence when faced with difficult problems or challenges and remains calm in stressful situations, takes responsibility for incorporating gender perspectives and ensuring equal participation of women and men in all areas of work.
• Conduct all ethical and professional behaviors in refusing fraudulent and corrupt practices including but not limited to refusing gifts, favors and preferences by any stakeholder.
• Master’s degree in related discipline (e.g. sociology, statistics, agribusiness, agriculture, gender studies, Development Studies, Demography).
• Minimum Ten (10) years of experience in Monitoring, Evaluation, Accountability, learning and reporting on a complex project in a fragile context
• Demonstrated experience in data collection, statistical analysis, and reporting, including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.).
• Proven experience and skills in quantitative and qualitative research methods, survey design and implementation.
• Excellent interpersonal and communication skills, both verbal and written, strong negotiation, diplomacy, and teamwork skills.
• Experience with KfW procedures, policies and compliance requirements are highly preferred BUT NOT a requirement.
• A strong command of Microsoft Office Word, Excel, and other relevant computer statistical database applications.
• Fluency and excellent command of English required and knowledge of Arabic a plus.
• A Graduate degree in statistics, sociology, Demography, Agricultural Economics or Agribusiness from recognized University.
• Post graduate training in project planning and management, or Monitoring and Evaluation qualifications.
• At least 10 years of post-qualification experience in Monitoring and evaluation in an international development work environment, preferably in Sub-Saharan Africa, with major accomplishment in monitoring, evaluation, accountability and learning on complex livelihood and value chain projects with components of infrastructure such dams, roads and bridges, irrigation structures and buildings.
• Experience and demonstrated expertise in developing and implementing M & E systems, donor reporting.

Preferred Skills, Knowledge and Experience:

• Master’s degree in sociology, statistics, agribusiness, agriculture, gender studies, Development Studies or Demographic studies.
• Experience working in hostile/fragile context or post conflict environment.

Work Environment/Travel:

• The position will be based in Nyala, South Darfur with occasional travel to Khartoum.

• The position requires ability and willingness to travel domestically up to 60% of the time.
