Monitoring, Evaluation, Accountability & Learning (MEAL) Officer
Reporting to: Executive Director
Duration: 12 months (40 hours per week, full time) inclusive of a three-month probationary period; extension thereafter upon satisfactory performance
Location: Freetown, Sierra Leone, with some travel to Kenema and Makeni
Salary: Le 3,800,000 (Three Million Eight Hundred Thousand Leones) gross
For International Applicants: One return flight from home country to Sierra Leone up to the value of $1,000 USD. Support in country with securing relevant work permit and advice and support in finding suitable accommodation.
Start date: We’re looking for someone to start as soon as possible and no later than September 2018.
BACKGROUND
Since 2006, AdvocAid has grown from being a small grassroots organisation supporting female prisoners to becoming a leading organisation in Sierra Leone for providing access to justice for women and girls. Our key activities include facilitating access to legal representation for women and girls in conflict with the law, literacy classes in correctional centres, welfare and post-prison support, and research/advocacy on issues related to women’s rights. ABOUT THE ROLE:
The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer will lead on MEAL system development and implementation. This includes oversight of day-to-day monitoring, leading accountability initiatives, designing M&E frameworks and evaluations, compiling lessons learnt and MEAL budgeting. The MEAL Officer will also be expected to mentor and build the capacity of staff on monitoring and data collection.
S/he will liaise with the programme teams and coordinate monitoring and evaluation processes for all our programme areas in order to continuously assess programme effectiveness and ensure that necessary adjustments are made. The person will develop MEAL tools, facilitate effective information sharing, and prepare high quality MEAL reports for donors and stakeholders as required. In addition, the person will be responsible for identifying best practices in legal aid, legal education, welfare support, and rehabilitation and work with programme staff to incorporate lessons learnt into programme design.
ABOUT YOU:
This is a new position, so we are looking for a hardworking, diligent self-starter with strong technical skills, who can help develop AdvocAid’s monitoring and evaluation systems and improve our data collection and information management. You will support line managers to gather reports from field staff and be proactive in reporting on lapses, so supervision experience is key. You should have some experience of working within the non-profit sector. You will be confident, proactive, able to multi-task, and thrive on challenges as well as successes.
PERSON SPECIFICATION:
The ideal candidate for this role will have/be:
· Education to BSc/BA/BEng level in a relevant subject or equivalent field;
· Significant experience leading Monitoring, Evaluation, Accountability and Learning processes;
· Solid IT skills and working knowledge of Microsoft Word, Excel and Access database;
· Experience of, and commitment to, working through systems of community participation and accountability;
· Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations;
· Experience of training and capacity building;
· Ability to write clear and well-argued assessment and project reports;
· A high level of written and spoken English;
· Good administration and time management skills; and;
· Commitment to the aims and principles of AdvocAid.
