Job Overview:

The South Sudan Advancing HIV & AIDS Epidemic Control (AHEC) Program will operationalize pathways to epidemic control using global 90/90/90 targets for 2020 and 95/95/95 targets for 2030. Program activities will aim to diagnose persons infected with HIV, provide life-saving antiretroviral (ARV) therapy for persons living with HIV (PLHIV), and support retention and adherence to ensure HIV viral suppression to reduce AIDS-related deaths.

Two key objectives are 1) to increase prevention, care, treatment, and retention services for at-risk men, women, children, and key populations, and 2) strengthen the capacity of local partners to prepare them to receive prime funding. AHEC will be required to achieve South Sudan’s annual 90/90/90 targets.

Position Description

The Monitoring, Evaluation and Learning Director (MEL Director) will report to the Chief of Party (COP) and will be responsible for leading the design and implementation of the project’s monitoring, evaluation, and learning framework, and its information system to track delivery against targets, outcomes, and impacts. S/he will lead analysis of data collected for assessment of progress and areas of improvement and also will guide reporting processes amongst technical staff.

S/he consolidates project reports and promotes learning and knowledge sharing of best practices and lessons learned. S/he will contribute to the senior management team in project steering, support all the technical staff in MEL functions, and will manage any MEL related staff in the program.

At a minimum, the MEL Director will have:

· A post-graduate (Masters) degree (or international equivalent) in a relevant discipline, such as public health, mathematics, business, statistics, or international relations. A doctoral degree (e.g., PhD) is strongly desired.

· At least seven years of experience designing and implementing MEL activities for complex programs in developing countries, preferably in South Sudan or countries with a similar context.

· A firm command of MEL issues in quality integrated HIV & AIDS and PEPFAR components, such as eMTCT, ART, HTC, HEI PCR, KP, VMMC, TB/HIV co-infection. Additional expertise in health system strengthening (e.g., Leadership/Governance, HRH, M&E/DHIS2 and DATIM) a plus.

· Demonstrated experience in setting up and managing M&E systems that track performance for key objectives (such as service integration), and against each technical area. Experience using and improving routine information systems such as DHIS2 at the national and sub-national level strongly desired.

· Demonstrated technical and analytical skills to design facility and community assessments, interpret facility and client related data, assess service provision progress (including coverage measures), and evaluate outputs and outcomes of processes and activities.

· Ability to lead a team of MEL specialists, organize and manage a MEL unit, and supervise and appraise staff.

· Strong writing and organizational skills for summarizing information, reporting and presenting on progress (e.g., quarterly), and on outcomes and impacts.

· Professional level of oral and written fluency in English language.
