role PURPOSE

Plan International is a child centred, international community development and humanitarian organization operating in 50 developing countries worldwide. In Ethiopia, Plan implements its program operations in five geographical areas—Amhara, Oromia, SNNPR, Gambella and Addis Ababa City Administration. Emergency Response and Recovery (ERR) is one of Plan Ethiopia’s thematic country programs since 2011.

As part of its emergency response, Plan international Ethiopia (PIE) starts implementing ‘Safe and Quality Education for Girls and Boys in Displacement Situations in Ethiopia’, funded by European Union, which part of BRiCE program (Building Resilience in Crises through Education). The project is being implemented both in host and refugee communities of Gambella region. The project aimed at improving access to safe, quality ECCD and basic education in fragile, refugee camp settings and host communities through strengthening data collection for creating and disseminating a solid evidence base of what works to enhance access to quality and safe education in crisis affected environments.

To support the effort of ensuring quality and effectiveness of the project, Plan International Ethiopia is looking for a qualified and dedicated Monitoring and Evaluation Officer for Gamebella Program Area.  The purpose of this position is to assist the designing, monitoring, reporting, evaluation and documentations of the project as per the standards of Plan and donor requirements. He/she is responsible for the deliveries of results in line with pre agreed program plans and objectives and assists the implementation of the project in the PA. The post holder is responsible for project design, assists implementation and monitoring while ensuring quality program delivery of the project as per expectations and requirements, and child protection country program activities.  She/he ensures to support and establish effective M&E systems for the project and across other county programs at country office and the program Area level.  Key components of the position also include assisting in strategic thematic areas planning, developing M&E Plan, M& E tools, collecting real time data and strengthening partnerships for data collection and mainstreaming of child centred community development

The post holder will be part of the project team in the program area in pursuing the implementation of the project. He/she will need to work and co-ordinate closely with the EU BRiCE  Project manager, Monitoring and Evaluation Coordinator, Education/Protection/Gender staffs and others governmental & non-governmental stakeholders working in the refugee camps and host communities.

Accountabilities

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

  1. Typical Functional Responsibilities – Key end Results of the Position:
  • Participate and assist with project management team (PMT) on the development of overall project implementation strategy, systems, approaches, tools, and materials.
  • Support the PMT to manage the implementation of the project ensuring that technical quality and standards are considered and respected during project(s) implementation periods.
  • Develop a systematic and realistic monitoring system/tools that captures quantitative and qualitative data to report on project performance indicators
  • Proactively support the PMT in regular update the work plan, output tracker, PMF/M&E Plan and other documents relevant for effective project management.
  • Conduct regular follow up and monitoring visits at project intervention areas
  • Facilitate/follow up the implementation of baseline, midline and end-line surveys; follow up research activities of the project.
  • Provide regular and timely updates on project progress and challenges to supervisor and other project team members
  • Build capacity of local communities, partners and staffs on the M&E, data management, data analysis and results oriented programming and report writing techniques
  •  Develop and maintain effective information database on the project for beneficiaries and participants, providing resource and necessary support for program inputs and outputs
  • Coordinate compilation and dissemination of annual, quarterly and monthly reports for the project
  • Organize and coordinate lessons learnt and knowledge sharing workshops with staffs and  stakeholders for effective project performance improvement
  • Facilitate documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing
  • Ensure donor programmatic compliances issues on Monitoring and Evaluations are adequately met.
  • Support Gambella Education Bureau and Woreda Education offices to strengthen and effectively use EMIS for education data and evidence based decision making
  • Ensure CCCD principles and strategies are mainstreamed across M&E tools and frameworks and are implemented accordingly.
  • Ensure the mainstreaming of CP, Gender, DRR and inclusion in PCM process.
  • Carryout any other duty as assigned by the PA

Resolves many challenges which typically occur in the project implementation process at the PA level and external coordination level, while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable operating environment while ensuring Plan systems and policies are adhered to.

  • Externally: Initiate, develop and maintain a range of working relationships, including with government counterparts, implementing partners and other development organizations within the region
  • Internally: Effective working relationships within the project management and thematic staffs. The job holder will have some level of communication with Plan staff and various internal staff networks.

  • B.A. degree in Education, Community Development, Development Studies, Statistics, Economics and other social sciences with at least 3 years relevant experience on Monitoring and Evaluation position in Education and Child protection programs both at refugee camp and development context

    Technical Expertize skills and Knowledge

  • Practical experiences and knowledge working in humanitarian and development projects at refuges, specifically setting up and managing M&E systems.
  • Familiar and experienced in development and implementation of logical framework, M&E plan and required M&E data collection tools.
  • Good knowledge and experience in the implementation of gender equality and child protection focused projects.
  • Knowledge of both qualitative and quantitative research methodologies and data collection, analysis and reporting.
  • Knowledge of effective participatory training facilitation, Monitoring, Evaluation and Research systems and processes.
  • Experience on  developing and implementing  comprehensive monitoring and evaluation plans, including data collection tools/instruments and quality assurance protocols
  • Good facilitation skills to lead review/reflection meetings with the project team, partners and other stakeholders and promote the use of M&E data
