Project Summary:**
The goal of the Solutions for Peace and Recovery (SPR) program, implemented in eastern DRC (North Kivu and South Kivu), is to increase social cohesion through inclusion of women and marginalized groups in community-based conflict analysis, prevention, resolution, and recovery. SPR provides USAID/DRC with the ability to respond to dynamic, time-sensitive, and/or unique opportunities to reinforce peace and prevent or assist in the recovery from conflict in areas that are strategically important to the stability of eastern DRC.
Position Summary:
The Monitoring, Evaluation & Learning (ME&L) Manager will report to the deputy chief of party (DCOP) and will be responsible for coordinating and managing the project’s monitoring, evaluation, research and learning activities. He/she will manage the project monitoring & evaluation (M&E) officers and will provide training and support to program officers and partner staff in data collection and data integrity.
Responsibilities:
- Lead development of the Activity Monitoring, Evaluation and Learning Plan (AMELP) with support from MSI’s home office.
- Oversee implementation of the AMELP with support from MSI’s home office.
- Build grantee capacity to develop AMELPs, track indicators and coordinate all reporting through Zoho software.
- Manage at least two monitoring, evaluation and learning staff.
- Support grantees to design project log frames, results indicators, indicator definitions and data collection methods as necessary.
- Lead and implement project-wide efforts to collect GIS data from ongoing project and grantee activities, and produce static maps as necessary with the support of the MSI Home Office.
- Monitor local grantee activities. Provide training to grantees on monitoring, evaluation and learning.
- Meet periodically with grantee and subcontractor staff to discuss the status and quality of data and reporting.
- Ensure the achievement of donor reporting requirements by staff and partners, and oversee updates to online databases, development of success stories and creation of audio visual documentation.
- Oversee and guide project staff and short-term technical assistance (STTA) to cover and report out on partner events.
- Develop log frames, logic models, and indicators and other frameworks per the donor’s and MSI’s specifications.
- Manage M&E software and data collection systems, and collect and analyze data.
- Develop M&E reports and make active contributions to quarterly and annual reports.
- Conduct periodic (monthly, at a minimum) assessments with staff regarding the status of project implementation.
- Design and conduct M&E capacity building initiatives targeting grantees.
- Stay abreast of civil society themes related to governance, advocacy, reconciliation, gender, livelihoods and capacity development.
- Report to DCOP as functional line manager.
- Other activities as assigned.
Qualifications:
- Minimum ten (10) years of relevant work experience required.
- Advanced degree (MA, MPA, MS, MBA) in a relevant field, such as international development, political science, geography, sociology, law, women’s studies, statistics, etc. required.
- Demonstrated capability to work effectively with senior and local government officials, civil society organizations (including women’s and minority groups), district government representatives, public interest and community groups, and private industry representatives required.
- Proficiency in Microsoft Office skills (Excel, Word, Outlook and PowerPoint) required.
- Proficiency in ArcGIS or similar GIS software strongly preferred.
- Outstanding management, reporting and communications skills required.
- Ability to work in multi-cultural environments and build effective working relationships with clients and colleagues.
- Fluency in written and oral French required; proficiency in English strongly preferred.
