Roles & Responsibilities:

The role of the Monitoring and Evaluation Manager is to lead the strategic direction and quality assurance of monitoring and evaluation in the country office. The M&E Manager should design and implement a strategy, SOPs, and budget for M&E which ensures the CO is meeting and exceeding M&E minimum standards. Plan for and generates the evidence and learning required to feed into programme and strategic decision making.

Generic responsibilities

  • Responsible to develop the CO monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global M&E framework, policy and strategy.
  • Develop CO specific M&E SOPs responding to contextual challenges, according to NRC’s M&E minimum standards ensuring necessary resources
  • Technical input to programme monitoring and evaluation plans, including methodological guidance and resource planning
  • Ensuring the roll out and use of global and regional M&E developments at the CO level.  Also leading new technical developments to respond to M&E needs in the context.
  • Provide technical M&E support, guidelines and capacity building across the CO.
  • Line manage CO M&E staff and capacity building for area office M&E staff
  • Ensuring learning moments are institutionalised in the CO, with systems in place for analysing and using M&E data and supporting programme and CMG to interpret and use learning for strategic and programme decision making. This includes contributing to the development, learning and adaptation of a multi-year programme strategies.
  • Lead the processes and design of country office and programme level monitoring and evaluation systems ensuring the learning is integrated, accurate and relevant.
  • Ensure planning and quality control of all monitoring and evaluation activities throughout the PCM cycle, including technical support for Theory of Change, M&E plans, indicator reference sheets, data quality assessments and evaluation processes.
  • Ensuring systems /processes are in place to ensure high quality reporting in NRC’s Global Output and Outcome Reporting System (GORS).

 Specific Responsibilities

  • Work with the CCs’ specialists, Grants team, AM, APMs, and PCs to support their design of theories of change, M&E tools, M&E activities, logframes, budgets and staffing are incorporated into programme and project proposals.
  • Work with the Area Offices M and E staff to develop respective AO’s M&E plan(s).
  • Participate in the Country Strategy to ensure M&E remains a high priority in the country programme; with support to Specialists with the use of monitoring and evaluation results in the Programme workshops;
  • Support programme teams to develop data collection methodologies and tools for needs assessments and other types of research, and systems for on-going data analysis;
  • Review outcome monitoring reports produced by Programme teams to improve quality, and mentor CC teams and file/report the finalized results.
  • Ensure organisational learning through supporting agreed evaluations, after action reviews, specific analysis, lessons learned reports; and further institutionalise learning in the PCM cycle
  • Ensure donors’ programmatic compliances issues on Monitoring and Evaluations are adequately met.
  • Undertake the global M&E Compliance Check for the country program;
  • Ensure the beneficiary and complaint feedback handling mechanism (CFHM) is functioning and effective in all office locations, and that the learning is systematically fed into program development
  • Ensure engagement in the budget development process and that adequate resources have been allocated toward Monitoring, Evaluation and Accountability processes at the AO and CO level
  • Ensure minimum monitoring standards are met or exceeded in the country Programmes, with strong technical oversight and support to our teams providing remote management and working in hard to reach areas, including facilitating H2R reviews
  • Accountable for the maintenance, development and performance of the Power BI dashboards, Digital Community HUB in the country.
  • Regularly and strategically engage with M&E Units at RO and HO to ensure the Country benefits from the M&E practices within the organization, and that Ethiopia’s experience influences, and is reflected in, NRC M&E policies and approaches
  • Facilitate bi-weekly CO ME group meeting with AOs M and E staff (7) and review key performances indicators, quality of data, program progress, challenges and etc.
  • Regular field visits (30%) to support AOs, delivering hands-on training on M&E and providing technical support in conducting surveys, assessments and evaluations using mobile data collection methods such as KOBO, ODK, DCH and etc.
  • In coordination with the M and E staff, manage and oversee dataset setup in GORs for all projects
  • Work with RO/HO team to create access of GORs for the Program and M & E staff.
  • Provides technical support and advise to Programme staff on methods and tools for needs assessments and other types of research
  • Provide technical M&E guidance for innovation and technology for M&E and database management.
  • Support CO M&E team, researchers in designing and disseminating research studies by providing relevant input;
  • Ensure PCM and Activity tracking sheets, online Global Output and Outcome Reporting system (GORs) and other regular M&E reports are updated with the desired quality for all area offices
  • Provide other M&E and information management support as requested by the Head of Programme

Job Requirements

Context/ Specific skills, knowledge and experience

  • Master’s degree/ bachelors’ degree preferably in social sciences, statistics, and/or other relevant fields from an accredited university with at least 5 years of relevant professional work experience
  • Demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for multi-year/multi sectors/multi partners Programme.
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches
  • Demonstrated experience of implementing beneficiary complaint and feedback mechanisms is desired;
  • High proficiency in Microsoft Word and Microsoft Excel, and being able to visualize data in (ie) Power BI; KOBO, etc
  • Advanced experience in qualitative and quantitative data analysis and tools using KOBO platform
  • Effective, high-quality communication and writing in English, and interpersonal skills are essential.
  • Experience within supporting M&E for one of NRC’s core competencies is an asset
  • Knowledge of monitoring and evaluation methodologies, including logframes, theories of change, and assessment/evaluations;
  • Ability to work under pressure, long work hours if necessary, and high workload.
  • Able to independently organize work and prioritize tasks.
