Humana People to People in South Africa seeks to recruit a Monitoring & Evaluation Officer based in Pinetown, Durban. HPPSA is looking for candidates that meet the below listed qualities.

Job Purpose:

Lead, develop, review, refine and maintain MER systems

Requirements/Qualifications

  • Degree in Health ,Social Science or Statistics
  • Valid Driver’s License
  • Minimum 6 years’ M & E experience especially in the design and implementation of M & E systems and capacity building in the USAID/PEPFAR/GF programs
  • 3 years’ experience working with M & E Tools
  • Understanding evaluation approaches, practices, international discourse on community based developments and HIV/AIDS and health matters
  • Proven track record of understanding USAID/PEPFAR, KFW, NDOH and Government reporting systems
  • Fluency in English is a must while knowledge of SA local languages is an added advantage
  • Willingness to travel to remote areas and ability and experience in field training on M&E
  • Good Communication Skills
  • Good interpersonal Skills, written and verbal
  • Ability to work under pressure
  • Ability and willingness to travel

Duties/Responsibilities:

Lead, develop, review, refine and maintain MER systems

  • Understand evaluation approaches and practice, international discourse on community based developments  and health matters;
  • Lead and develop, review, refine and maintain MER systems for the organization’s program as well as other HPPSA programs in South Africa.
  • Work with the Programme Directors and other HPPSA program leadership to refine methodologies and tools for impact monitoring and ensure a good fit between the monitoring indicators and the overall MER systems;
  • Facilitate team learning from findings of monitoring surveys and present findings
  • Provide support for developing and implementing field M&E systems including building capacity of Program teams to undertake on-going MER tasks;
  • Be responsible for compiling periodic reports for FPD and other HPPSA partners working closely with program staff and ensure timeous reporting to the funding partners;
  • Be responsible for compiling presentations for meetings (period/ad hoc management meetings) for FPD working closely with program staff and ensure timeous submission to the Program Directors
  • Develop databases to improve management of data from M&E systems across the organization;
    • Promote internal data analysis as well as conduct routine data quality assessments.
    • Ensure that all MER documents and supporting documentation are properly completed for audit purposes;
  • Coordinate impact reporting as well as evaluation studies for the KFW FPD Program as well as other HPPSA programs.
    • This includes developing evaluation plans and provide leadership on evaluations of HPPSA programs;
    • Undertaking baseline and monitoring surveys in target sites, analyses and discuss findings;
    • Facilitate team learning from findings of monitoring surveys and present findings within FPD Programs and at other forums as requested;
  • Work with program staff to conduct site visits to implementing sites and provide MER related to HPPSA, Department of Health (DOH) facilities.
  • Liaise with other organizations to share tools and lessons learned.

Projects being carried out by Humana People to People in South Africa include: Other HPP-SA Projects include:i) Total South Africa Control of the Epidemic Programme TCE): The Total South Africa Control of the Epidemic Programme is a systematic community mobilisation campaign against HIV and AIDS. It is one of the largest programmes with operations in Soweto/Mogale in Gauteng Province; in Sekhukhune and Mopani Districts in Limpopo Province; iLembe in KZN, Amathole in Eastern Cape and Ehlanzeni District in Mpumalanga.ii) Child Aid:Child Aid is an effective child development and support intervention because it targets communities at three levels: children (especially Orphans and Vulnerable Children) - by seeking to ensure that all children have access to education, healthcare, food and other support; families (by empowering families through education and income generation); the community (the community is mobilised to promote children rights and welfare).iii) Hope Humana: This is an outreach intervention that targets impoverished communities affected by HIV and AIDS. It was established in 2002 as a special KwaZulu-Natal focused integrated programme. At present, HPP-SA is operating two Hope Humana Projects in Ehlanzeni and Mopani Districts.iv) Development Instructor Programme: As part of its contribution to capacity enhancement in the development field in South Africa, HPP-SA established a partnership with the KwaZulu-Natal Experimental College in Durban to train Development Instructors. The programme is accredited by ETDP-SETA with 17 Unit Standards in Development Practice. HPP-SA’s respective programmes interface and benefit from each other in terms of experiences and lessons drawn thereof, information input and capacity exchange and/or sharing strategy and approach.
