Pastoralist Welfare Organization (PWO) is Local Non-Governmental Organization which works related to pastoralist community in Somali Regional State. PWO seeks qualified and competent applicants for the following position.

POSITION TITLE                     Monitoring & Evaluation Officer

LOCATION                                Addis Ababa (HO)

 

                       JOB SUMMARY:

The Monitoring, and Evaluation (PM & E) Officer is responsible for the planning, coordinating, monitoring & evaluating programs, impact assessment and timely reporting of PWO’s activities; provides advices on strategic issues and gives guidance to all concerned bodies of the organization. She/he establishes and ensures better data management system and coordinates the proper and timely evaluation of program impact.

RESPONSIBILITIES AND TASKS:

  • Develops/adapts design, monitoring, and evaluation guidelines to promote reflective practices;
  • Coordinates strategic planning and work in close collaboration with internal and external stakeholders;
  • Collects, complies, analyzes and disseminates information/ data to support the project formulation;
  • Co-ordinates and participates in baseline survey, case studies, impact assessment and other studies;
  • Assists project officers to develop logical framework and indicators for monitoring and evaluating project activities and outputs;
  • Develops new project proposals and submit to different donors;
  • Provides technical assistance to program and project leaders in project planning, implementation, monitoring and evaluation;
  • Organizes and facilitates participatory PME training events for PWO staff;
  • Analyzes and complies periodic reports prepared by project officers and service managers; compares implementation with plan and gives feedback;
  • Prepares quarterly, bi annual and annual reports and submits to the ED;
  • Complies and consolidates reports of implementation of plans & programs;
  • Documents monitoring & evaluation results and reports to ED, other stakeholders and higher bodies of the organization;

  • Sets monitoring and evaluation schedules of projects and follows up their implementation;
  • Coordinates the monitoring and evaluation of all programs and activities of PWO;
  • Develops effective performance indicators and result framework that conform to the projects implemented by PWO and ensures that results are achieved accurately and within specified period;
  • In collaboration with the project officers monitors and evaluates impact of PWO’s projects;
  • Participates in the documentation and dissemination of lessons learned;
  • Disseminates reports to donors, partners and other stakeholders;
  • Produces quarterly, biannual and annual report and submit to the ED;
  • Performs other duties as assigned.

Job Requirements

QUALIFICAITONS

EDUCATION/TRAINING

  • MSc/MA/BSc in Economics, Statistics or related.

EXPERIENCE:

  • 4/6 years of relevant experience;
  • NGO experiences
  • Proven experiences on M&E and learning
  • Working in the pastoralist regions and knowledge pastoralist contexts
  • Proven experiences on reviewing of  technical reports, proposals, etc
  • Demonstrated experiences on project evaluation,  setting base line, data collection and analytical reports

TECHNICAL AND OTHER SKILLS

  • Good communication & Interpersonal Skill
  • Good planning & organizational skill;
  • Proficiency in verbal and written English language; and communication in Somali Language is Mandatory
  • Proactive, capable of multi-tasking and showing initiative;
  • Computer skills (power point, Microsoft word, excel, etc) and statistical software;
  • Proven skills in analytical/technical reporting writing,  results based reporting, development of human interest stories, case studies, etc

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically.

Duty station: Addis Ababa

Terms of Employment: contract base (one year with possibility of extension depending on performances)

Salary: As per the organization scale

Pastoralist Welfare Organization (PWO) is a non-partisan, non-for-profit, non-political, non-religious and non-governmental organization established in October 2003 by pastoralist elders and intellectuals in Dollo Ado woreda of Somali Region. The PWO is registered with Charities and Societies Agency (CSA) with registration # 0327.

The purpose of PWO is to improve the livelihoods of marginalized and disadvantaged pastoral and agro-pastoral communities in Somali Regional State. Even though there are few NGOs that are operating in the pastoral areas, there are knowledge gaps on local cultures, values and norms, thus there was a need to establish local NGO that fills the gap. Based on this, PWO came into existence.
