In Ethiopia GIZ has been implementing development programmes on behalf of the German government for over 40 years jointly with our national partners. The focus of our work in the country is on vocational education, sustainable use of natural resources, land management and food security, biodiversity and forestry. Further programmes enhance the development of a sustainable textile sector and renewable energies.
The Better Migration Management (BMM) project aims to respond to an overall objective to improve migration management in the region, and in particular to curb the trafficking of human beings and the smuggling of migrants within, though, and from the Horn of Africa. The BMM project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with European and International agencies, such as IOM and Expertise France.
The BMM project is an example of cooperation between the European Commission and the German Federal Ministry for Economic Cooperation and Development (BMZ). To facilitate the implementation of the BMM project, GIZ is recruiting a Procurement and Logistics Officer to be based in Addis Ababa under the supervision of the BMM Country Coordinator to assist in BMM implementation in Ethiopia and Djibouti.

Responsibilities
The Monitoring & Evaluation Officer is responsible for:
- Completing and managing the monitoring and evaluation (M&E) system for the BMM Program, with a particular reference on M&E for Component 3 activities;
- Coordinating data collection on outcomes and outputs in line with the Program Annual Working Plan (AWP) and for the BMM Ethiopia Beneficiary Tracker (BT);
- Supporting the development of communication and knowledge products based on impact monitoring, in close cooperation with the BMM Program team; and
- Advising the management of the BMM Program on strategic planning based on the level of achievement of program objectives and indicators.
Tasks of the incumbent
The Monitoring & Evaluation Officer will:
- Assess the impact of trainings already conducted by the BMM Program in 2017-18, by developing an M&E tool that measures the impact of trainings conducted with an emphasis on the impact on the regional states of Ethiopia, requiring travel to at least two different regions where trainings for law enforcement bodies were undertaken;
- Develop an M&E tool that will assist the BMM Program in assessing the impact of future trainings that is integrated with the impact assessment undertaken of previously-held trainings;
- Collect data from BMM Program activities (quantitative and qualitative, including success stories), with specific reference to keeping the AWP and BT updated;
- Process, analyze, and evaluate quantitative and qualitative data measuring BMM progress in Ethiopia for sharing with the BMM Program Office in Brussels;
- Monitor and evaluate all BMM Program activities, expenditures, and progress towards achieving the Program outputs in Ethiopia;
- Recommend further improvement of the activities specific to the BMM Ethiopia AWP and BMM Logical Framework;
- Help to ensure sustainability of the BMM Program results through impact assessment and evaluation of completed activities;
- Report monthly, quarterly, half-yearly and annual progress on all BMM Program activities in Ethiopia to the Regional Coordinator and Program staff, as well as the BMM Program Office in Brussels;
- Provide inputs, information, and statistics for monthly mail as well as quarterly, annual, and other reports;
- Participate in Monthly Monitoring Meetings (MMM) and all relevant planning and/or other workshops;
- Assist the coordination across the available components of the BMM Program in Ethiopia to ensure effective implementation of M&E;
- Conduct a feasibility study to determine how M&E tools and mechanisms developed may be extended to BMM programming in Djibouti; and
- Perform other duties as required and agreed.
Other Duties/Additional Tasks
- Consult routinely with the BMM Program management in Ethiopia regarding all types of M&E for the program; and
- Exchange with monitoring and evaluation officers of other BMM countries and the BMM Program Office in Brussels.
Job Requirements
Qualifications required
- Minimum of 5 years professional experience in the sector of M&E with experience in impact evaluation and results-based monitoring required;
- University Degree in any social science field
- Experience in an international NGO or UN agency is vital
- Experience working in diverse settings;
- Experience working with humanitarian and/or development aid programming;
- Experience in migration, refugee, or other types of displacement-related programming;
- Excellent command of common IT programs, especially MS-Office applications (outlook, word, excel, power point); and
- Excellent command of English and Amharic languages, knowledge of French or Somali languages would be a plus.
