ABOUT WFP

WFP’s Global Strategic Plan 2017-2021 aligns WFP with the 2030 Sustainable Development Agenda and Goals (SDGs). It focuses on ending hunger and contributing to a revitalized global partnership to implement the Sustainable Development Goals (SDGs). Further extensive consultation with the Government and other development partners in Egypt during the second half of 2017 to allow informing and formulating the WFP Egypt Country Strategic Plan for the next 5 years until mid-2023 in line with Egypt’s development priorities, the WFP Egypt Country Office has started implementing the Country Strategic Plan (CSP). The focus of the CSP remains on support to school meals and nutrition support for Pregnant and Lactating Women as integrated part of the national social protection scheme, food assistance for assets and resilience-promotion for smallholder farmers and support to vulnerable Syrian refugees and migrants. To sustain those planned interventions, WFP will be conducting joint monitoring activities with Government representatives of key line Ministries to enforce the concepts of participation, transparency and accountability to its partners. In addition, capacity development activities will be provided to national counterparts and cooperating partners to ensure efficiency, effectiveness and sustainability and raising their capacity to conduct monitoring at the local level.

JOB PURPOSE

Under the direct supervision of the Head of Vulnerability Analysis, Monitoring Unit (VAM), the selected incumbent will advise, lead and manage activities and the related outcomes of all monitoring and evaluation activities within the WFP Egypt Country Office, ensuring that WFP programmes generate quality evidence on outcomes and effects and impact of WFP’s food assistance activities on the lives of beneficiaries with the objective to periodically and punctually inform strategic, programmatic and operational decision making and reorientation of planned interventions, manage related design of work plans, tools and system for the implementation of activities, analyze and report on main gaps and progress, as well as ensure monitoring of systems for national capacity building engagement including advocacy, coordination and programme linkages to make sure that WFP activities are well sustained and durable. The incumbent will be responsible for the following tasks:

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support planning and implementation of monitoring and evaluation activities on effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.) and monitor all activities related to livelihood support, resilience building and capacity strengthening.
  • Identify information requirements of components concerning planning, monitoring and evaluation.
  • Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
  • Oversee and contribute to the analysis of outcome and process data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
  • Analyze monitoring data and produce timely reports that show progress in achievement of outcomes, reasons for not achieving results and recommendations for improvement.
  • Produce periodic monitoring and evaluation progress reports with status of results and implementation of improvements plan.
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
  • Train national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  • Provide technical support and capacity building to national counterparts to improve Results Based Monitoring and Reporting. Create concepts to improve existing monitoring processes, including partnership and collaboration options.
  • Adapt corporate policies, tools, systems and guidelines to the WFP Egypt context, ensuring that they are used efficiently while meeting the corporate requirements – these include evaluation policies/guidelines, workplan templates/guidelines, logical framework templates.
  • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the WFP EGY Country Strategic Plan.
  • Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field, as well as to strengthen the data quality, accuracy and consistency to build credible performance evidence.
  • Represent WFP in the UN system (like the UNPDF), Government and other forums and coordination structures in matters of M&E, and alternately leading the UN M&E team and therefore representing the UN system in appropriate forums
  • Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.
  • Document good practices and lessons learnt, for organizational learning and improvements e.g. when the office adapts new corporate approaches, the process, the experience and the challenges are documented and shared, including other country offices and HQ for wider organizational learning.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.
