PIN currently invites applicants for the position of: Monitoring & Evaluation Officer for specific project entitled   “CHANGE- Improving Access to Education in Ethiopia for Most Marginalized Girls (November 2018 to December 2023)” 

Length of Contract: Definite (Until December 31,2023)

The M&E officer has individual responsibility to support Monitoring, Evaluation and Research development and implementation in the country; actively engage in the management of the process to set procedures for country level program planning, monitoring and evaluation processes. The officer will be specifically responsible to provide guidance and technical support to projects/programs in their planning, monitoring and evaluation processes and in materializing goals and objectives. He/she will be mostly responsible in supporting project staffs in their utilization of monitoring tools and data management. In addition, he/she will be responsible in the coordination of different survey and assessments and supervision of data collection. The officer works under supervision of M&E coordinator and with close cooperation with Financial and Logistic department and other staff working under the organization.

Main responsibilities:


M&E quality management

  • Ensure PIN’s M&E planning, monitoring and evaluation processes meet the sector standards and comply with external requirements
  • Maintain consistency in monitoring and evaluation processes across all programs
  • Engage in the design and execution of baseline, midterm and final evaluation surveys and documentation and dissemination of findings

M&E planning

  • Based on the country program M&E plan, ensure the planned surveys (baselines, end lines and different studies) are conducted in the agreed time plan and with properly allocated resources.
  • Ensure proper planning of field level data collections by developing a detailed plan of the surveys and communicate the plan to the respective people
  • Evaluation of data and provision of results to project managers.
  • Support projects during project M&E planning, including guidance on developing the indicators and measuring results including use of M&E tools and methodologies.
  • Guide project managers on measuring indicators, evaluating progress and suggest possible changes in indicators
  • Involve in emergency planning and preparedness process by being a member of the assessment team and providing assessment findings
  • Ensures the regular follow up of programs and projects and evaluates the progress, formulate recommendations
  • Support program team on preparation of annual work plan. Also, document & follow up the implementation of plan of action (where necessary) to strengthen the positive impacts on the lives of target communities/households

Implementation and reporting

  • Provide technical support in routine and results-based monitoring of projects
  • Participate in regular community outreach meetings to introduce projects, targeting, CRM channels, follow up the implementation and engagement of community in the process
  • Participate in conducting any surveys or other data collection activities (observations, FGDs) as per the needs of implemented projects
  • Update records regularly and facilitate monthly project progress review sessions at field sub-office level
  • Jointly with M&E coordinator, conduct independent monitoring of all project activities (distribution monitoring, post-distribution monitoring, activity monitoring, community accountability meetings, etc.)
  • Support project teams in data analysis and reporting of respective projects in organization
  • Make sure FRMs are well understood by field staffs, beneficiaries and stakeholders by regularly planning a session with them involving project teams, provide necessary training for complaint mechanisms available in the organization
  • Cooperate with project teams in the regular collection of case stories and best practices, makes the evidence kept in the organization
  • Coordinate data collection for PIN strategic indicators across programmes for PIN internal and external reporting
  • Review and ensure quality of baseline, log frame indicators, reporting formats and contents and other relevant management tools from the perspective of knowledge management and learning

Accountability, dissemination and use of findings

  • Facilitates discussion on the most important findings and recommendations from M&E and systematically support the Program teams in using of M&E results and findings
  • Monthly participates in the project review meetings and provide suggestions on indicator tracking and project progress
  • Facilitate dissemination of M&E findings to stakeholders, and especially to communities we serve via community accountability meetings

Communications and Working Relationships:

  • Collaborate with the other teams and departments on the M&E framework development and practices
  • Proactively seek and promote best practice as part of monitoring, evaluation and program effectiveness practice.
  • Assuring good relation-ship with project teams and effective troubleshooting (under supervision of M&E Coordinator)
  • Any other related tasks as assigned by immediate supervisor

Job Requirements

  • Minimum BSc/BA degree in development studies,Social Science,Economics, Monitoring and Evaluation, statistics and other related fields study,
  • Minimum 3 years of experience on monitoring and evaluation
  • Experience in Monitoring, Evaluation, Accountability and Learning in the project management context
  • Data management, visualization and report writing skill
  • Analytical, team work and interpersonal skills
  • Documentation skills, Negotiation and influencing skills, ability to deliver within tight deadlines, IT skills
  • Up-to-date knowledge and experience of data analysis techniques/packages
  • Good Knowledge of spoken & written Amharic and English
  • 3 strong references (will be crosschecked)
