ROLE PURPOSE

This role will directly contribute to the Monitoring and Evaluation requirements for the Plan International Idai Response Projects in Sofala.

He /she will manage the monitoring, evaluation, documentation and learning components of the project. He/she will support Plan Staff and District Stakeholders in data collection, report writing, and documenting of best practices achieved as a result of implementation of the Integrated Plan International Projects for cyclone Idai affected Communities in Sofala Province.

He/She will lead the development of the project M&E tools, checklists including supporting the project team to produce quality reports. He/she will lead in documentation of project progress and change realized through conducting routine monitoring, collection of most significant change stories on project implementation following established guidelines, as well as conducting audits and verification of project data.

Dimensions of the Role

The M&E officer shall be an integral part of the Plan staff who will complement achievements of Plan global objectives in the Cyclone Idai affected regions. He/she will report to the Emergency Response Manager. The M&E Officer will work in collaboration with the Country Communication and Monitoring, Evaluation and Research Team. This role has no direct supervisory role.

Accountabilities

  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Leads the process of developing a monitoring and evaluation plan and frameworks for Plan International Idai Response projects.
  • Supports Plan International stake holders at district level to streamline M&E systems for effective execution of M&E functions.
  • Develops indicators, monitoring frameworks and tools for PIM Idai Respons project.
  • Implements the project M&E framework and coordinate tasks and processes for monitoring project progress.
  • Leads and manages documentation of the project data/information.
  • Trains and coaches Plan International Mozambique and stake holders at district level on use of the M&E framework, data collection and documentation tools.
  • Provides technical assistance to project staff on participatory monitoring methodologies with children and communities.
  • Supports project evaluations and all MER initiatives to the highest quality as per Evaluation and Research standards.
  • Records and analyses project monitoring data to support effective project reporting and decision making.
  • Works closely with the Project Managers and Specialists to develop project progress reports.
  • Takes lead in documentation of project successes, best practices, case studies, lessons learnt and reflections from the project to enhance learning.
  • Conducts project data quality assessments
  • Compile and disseminate M&E information needed for periodic project planning.
  • Supports work and budget planning under the supervision of the DRM
  • Works closely with the Project Managers and Specialist in sharing project information and progress to enhance project accountability to stakeholders.
  • Regularly shares programme updates between Plan International Mozambique and stakeholders.
  • Works closely with the Project Managers and Project Specialists to profile project activities both in local and international media networks through, events, launches and campaigns.
  • Collates the needed data/information to support development of cases to advance advocacy efforts for the project.

Key relationships

The M&E Officer will in close collaboration with other stakeholders at District and Sub- district level, cyclone Idai affected community, and school level. The M&E Officer will specifically maintain regular working relationship with the district stakeholders at district, and school level in all the areas of implementation. The M&E Officer will also maintain regular working relationship with other Agencies to ensure harmonized programming and implementation district, Sub-district, settlement and school level.

Technical expertise, skills and knowledge

Essential:

  • Bachelor’s in Development Studies/ Social Sciences/ economics/statistics or its equivalent.
  • Training on relevant M&E software (MS office, in design, Acrobat, Internet, web).
  • In-depth knowledge of current communication issues and trends, particularly in the humanitarian sector.
  • Current effective practice on monitoring & evaluation.
  • Good knowledge of how the media and journalists work in emergency/Mozambique.
  • Good understanding of child rights and development.
  • Good understanding of gender and gender transformative programming.
  • Significant MER experience working in an emergency response contexts

Skills:

  • At least 3years’ experience in performing both communications and M&E functions of development projects.
  • Experience in supporting partner organisations to conduct communications and M&E activities.
  • Pro-active and highly committed to monitoring and sharing the project’s work
  • Communicates effectively (verbal, written and online).
  • Organised and able to multi-task and manage multiple priorities within short deadlines.
  • Records and filing skills for maintaining information resources and publications.
  • Excellent interpersonal skills, including the ability to build relationships with colleagues in Plan International Mozambique, project stakeholders, partner organisations as well as key external actors, and a team player.
  • Fluency in English and Portuguese and good working knowledge of local languages spoken in Sofala.
  • Use of social media-Facebook, twitter, writing blogs etc.

Physical Environment

  • Office environment with 80% of the time travelling throughout the project areas.
  • Regular field work in Project Area

Level of contact with children

Mid contact: Occasional interaction with children especially during field related visits.
