PROJECT SUMMARY
MOMENTUM Safe Surgery in Family Planning and Obstetrics is a new USAID-funded program initiated in September 2020 and active through September 2025. Through a consortium of partners led by EngenderHealth, this project expands awareness of, equitable access to, and appropriate use of quality, voluntary surgical maternal health (MH), and family planning (FP) services that are essential to reducing maternal and newborn mortality and morbidity and promoting reproductive health (RH). MOMENTUM Safe Surgery in Family Planning and Obstetrics focuses on surgical obstetric care, including safe and indicated cesarean delivery (CD) and peripartum hysterectomy; prevention and treatment of obstetric and iatrogenic fistula; and voluntary long-acting reversible contraceptives and permanent methods (LARCs/PMs).
JOB SUMMARY
The Monitoring, Evaluation, Research, and Learning Officer is responsible for supporting the monitoring, evaluation, and learning strategy for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project in DRC. They will directly report to the Monitoring, Evaluation, Research, and Learning Manager in DRC. They will support the team’s work to include high-quality M&E practices in project-based activities and work plans; ensure the quality of project data collection, reporting, and data use; ensure that indicators and M&E plans are being collected, analyzed, and reported according to EngenderHealth and donor standards and protocols; and work with the MERL Manager and other project staff to capture, document, and to disseminate evidence, lessons learned and best practices within the project. The position will be based in EngenderHealth’s DRC Country Office in Kinshasa.
ESSENTIAL FUNCTIONS
- Implement project monitoring plan (PMP) and monitoring framework, reporting requirements, and relevant performance indicators. Support project management team in monitoring implementation of the Performance Monitoring Plan (PMP) for the project including routinely summarizing and feeding project data and learning back to project staff and partners
- Support MERL Manager in the development of data collection plan and tools. Contribute to the development and maintenance of online monitoring systems in collaboration with the DRC office and HQ program teams
- Ensure high-quality, routine data collection for the project, in collaboration with the government and other stakeholders, including partner NGOs. Support the MERL Director’s efforts to establish mechanisms for data quality assurance and for use of data for decision making
- Support the MERL Manager’s conduct of program reviews and monthly meetings by ensuring accurate program data is analyzed and is available in user-friendly formats in advance of meetings.
- Provide support to any external data collection and research firms or research partners such as London School Hygiene and Tropical Medicine and ensure the quality of data collection, analyses and report preparation, and adherence to timelines
- Facilitate use of data from routine monitoring and from research studies for decision-making and program improvements within the project and among project partners
- Together with the MERL Manager, ensure accurate data is regularly entered into relevant internal and external databases and timely preparation and submission of monthly reports to EngenderHealth/HQ and quarterly reports to the USAID mission
- Collaborate with other project staff on the development of annual work plans for the project, ensuring MERL activities/studies are included and budgeted
- Contribute to the production of knowledge products based on program implementation and studies, including journal articles, technical briefs, presentations, and documented success stories, in collaboration with DRC country office staff and EH/HQ
- Any other project-related work assigned by the supervisor
REQUIREMENTS
- Masters or equivalent in public health, demography, social science or related field
- 5-7 years of relevant experience in applying ME&R to international reproductive health projects, with a minimum of 5 years’ experience in a supervisory/management capacity. Experience of working with USAID is an added advantage.
- Experience working on large-scale reproductive health programs or gender-based programs, including knowledge of USAID reporting requirements.
- Familiarity with USAID and Ministry of Health and Family Welfare structures and programs
- Willingness to travel to the field
- Proven experience and ability to effectively manage and prioritize a a varied workload and tight deadlines and schedules
- Written and oral fluency in French and English

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS
- Demonstrated experience in program evaluation, qualitative research, and implementation research in RMNCHA and GBV programs.
- Experience with DHIS2 and/or other digital technology platforms desirable.
- Experience in quantitative and qualitative data analysis Experience implementing M&E program monitoring plans for donors.
- Ability to tailor data collection approaches to local needs, interests, and capabilities
- Ability to convey M&E results to non-technical stakeholders
- Ability to travel up to 25%
