JOB SUMMARY

The Senior Monitoring, Evaluation, Research, & Learning Manager will be based in Addis Ababa, and will work closely with senior staff in the country office, Orbis Charitable Trust UK and Orbis International to develop and implement M&E systems in Orbis initiatives in Ethiopia. The MERL  Manager receives technical guidance from the Global Director of Monitoring and Evaluation (New York) and participates in the Orbis global M&E Working Group.

 DUTIES AND RESPONSIBILITIES

Under the overall supervision and guidance of the Orbis International Ethiopia Senior Program Director, the MERL Manager will have the following specific duties and responsibilities:

  • Support projects in the development and implementation of M&E systems and plans, including:  M&E Operational Plans, logframes/performance monitoring plans, routine monitoring systems, databases, data collection and reporting
  • Engage in the design and implementation of special assessments (e.g. needs/baseline assessments, quality of care assessments), surveys, and operational research.
  • Support project staff and partners to use data effectively for decision-making.
  • Conduct regular field visits to monitor the accuracy and completeness of data collected and reported and to provide technical support in M&E to field staff
  • Provide M&E capacity development (mentorship, trainings) to Orbis Ethiopia managers and Field  coordinators
  • Collaborate with program managers, project managers and field coordinators in the preparation of routine progress reports.  Present and explain results in a compelling format.
  • Compile all quarterly and annual project activity reports of the Country Office in collaboration with Orbis Program and partner staff and follow up upload on Indicata and approval of same;
  • Prepare project activity reports to be submitted to FMoH, Regional, Zonal and Woreda partners as per the templates;
  • Maintain comprehensive project files containing but not limited to the project plan and amendments, budget and budget modifications, project agreement and annual addendum/letter of partner notification, periodic and evaluation reports, studies and baseline data, communication both in electronic format and in hard copies.
  • Plan and participate in annual planning and periodic evaluations of projects partnership and reviews meetings and conferences;
  • In collaboration with program staff prepare project reports for donors as per the respective templates;
  • Engage with communications and program staff in developing communications materials for publication dissemination
  • Develops/generates strategic information from various sources, including Indicata for program development and other Orbis business
  • Participate in the development of proposals and project workplans
  • Represent Orbis at district, regional and national meetings as relevant and required.
  • Carry out other M&E related tasks requested by supervisor in country and by Director of M&E (New York)
  • Participates in the recruitment of new staff and development of M&E skills and competencies among program staff as appropriate.
  • Provides M&E related coaching, mentorship and training;
  • Carrying out periodic and annual performance appraisals to related staff and provide on-going performance monitoring and feedback.
  • Lead the design and implementation of operational researches.
  • Lead dissemination of evidence and learning to internal and external audiences.
  • Lead the write up of research findings and routine M&E data for peer reviewed journals for publication.
  • Ensure publication of research results in a peer reviewed journals, and learning and policy briefs.
  • Assist program staffs in organizing national annual learning review meetings to bring all actors on eye health care for sharing research and programmatic findings.
  • Collaborate with the program and communications team to identify best methods and opportunities to use MERL data and results for external advocacy.
  • Represent the organization in MERL meetings, conferences and forums.

Job Requirements

QUALIFICATIONS & EXPERIENCE

  • Degree / Postgraduate degree in M&E, public health or a pertinent social science discipline such as demography or statistics (other degree possible if candidate has extensive experience in M&E)
  • Minimum of 4 years’ experience as a full-time M&E professional
  • Minimum of 3 years’ experience working in the health sector
  • Experience working in M&E in an international NGO
  • Training/coursework in monitoring and evaluation
  • Familiarity with Ethiopia’s public HMIS
  • Experienced in developing logframes or performance monitoring plans, selecting and developing performance indicators, and target setting

SKILLS & ABILITIES

  • Skilled in developing high quality data collection tools (e.g. questionnaires, key informant and focus group discussion guides)
  • Proficient in the development of project databases (e.g. Access or Excel) and in data management
  • Proficient in the use of Microsoft Word and statistical analysis software (e.g. SPSS or Stata)
  • Skilled in basic statistical analysis (descriptive statics, ANOVA/regression)
  • Experience in conducting qualitative data collection and analysis
  • Excellent writing and oral communication skills, including the ability to develop and present effective data presentations
  • Very good English writing skills
  • Demonstrated ability to work both independently and as part of a team
  • Excellent interpersonal skills
  • Comfortable with multi-tasking, able to set priorities and meet deadlines
